Objectives

The primary objective of this tender is to procure a standalone, electronic pulse oximeter that can accurately monitor blood oxygen saturation (SpO2) and pulse rate across adult, paediatric, and neonatal patients. The device must meet specified technical standards, be suitable for use in various hospital settings, and ensure reliable, safe, and efficient patient monitoring.

Scope

The scope encompasses the supply, delivery, installation, testing, calibration, and commissioning of the pulse oximeter at Prince Mshiyeni Memorial Hospital. It includes providing training to hospital staff, offering technical support, and supplying optional accessories and consumables. The procurement process also involves evaluating bids based on compliance with specifications, price, and preference points, ensuring the equipment's suitability and performance within the hospital environment.

Technical Requirements

• The device must be a non-invasive, electronic, stand-alone pulse oximeter capable of continuous measurement and display of SpO2 and pulse rate.
• The monitor should operate effectively in low perfusion and motion conditions, with specified technology (e.g., Nellcor, Massimo) as per end-user selection.
• The measurement range for SpO2 must be specified, with accuracy better than ±2%.
• The device must include audible and visible alarms with adjustable limits for SpO2 and pulse rate, with default settings (e.g., SpO2 low limit 50%).
• The monitor should have a digital display visible from at least 2 meters, with backlighting and clear viewing angles.
• Power supply options include operation off 220V AC and rechargeable batteries, with specified backup durations (minimum 120 minutes retention, 60 minutes full operation during power failure).
• The device must be CE certified, comply with IEC 60601 standards, and meet international electrical safety standards.
• Accessories such as reusable sensors, interface cables, and optional peripherals must be supplied with specified compatibility and disinfection options.
• The equipment must include manuals, calibration software, and support for future upgrades at no additional cost.

Skills Requirements

• Qualified technical personnel trained by the original equipment manufacturer (OEM) to perform installation, calibration, maintenance, and repair down to PCB level.
• Technicians must be based in KwaZulu-Natal with proof of OEM training and experience in servicing similar medical devices.
• The bidder must demonstrate capacity for prompt on-site service (within 24 hours), including a well-established service facility in KwaZulu-Natal.
• Training for hospital staff on device operation, calibration, and troubleshooting must be provided by the bidder, with certification of competency issued upon completion.
• Provision of spare parts, consumables, and software updates for a minimum of 10 years post-delivery is required to ensure ongoing support and device longevity.
