Objectives

The primary objective of this tender is to appoint a service provider for the provision of grave preparation, grave marking, memorial work, and niche wall services for the City of Cape Town. The aim is to ensure efficient, safe, and compliant handling of burial and memorial services across various cemeteries within the city, on an "as and when required" basis, for a contract period of 36 months.

Scope

The scope encompasses:

• Grave preparation, excavation, re-opening, closing, and installation of grave markers across designated regions (North and South).
• Ad-hoc removal and relocation of memorial works and construction of niche walls in multiple cemeteries.
• Supply and installation of concrete grave markers, grave boards, and construction of niche walls and mausoleum crypts.
• Provision of resources such as tools, machinery (digger loaders, backhoes), vehicles, and personnel for grave and memorial services.
• Adherence to specifications for different soil types, cemetery conditions, and specific requirements for sandy soils and grave boxes.
• Compliance with health, safety, and environmental standards, including immunizations, PPE, and safety protocols.

Technical Requirements

The technical requirements include:

• Provision of experienced personnel and resources for grave excavation, preparation, and backfilling, with specified minimum staffing levels.
• Use of appropriate machinery and tools, including digger loaders, jackhammers, and water pumps, compliant with South African standards (SANS 1468:2006).
• Construction of niche walls and mausoleum crypts according to approved drawings and specifications, with proper finishing and numbering.
• Supply of durable, reinforced concrete grave markers (220mm x 600mm x 60mm) within six weeks of order.
• Adherence to safety protocols, including PPE, health and immunization requirements, and compliance with the Occupational Health and Safety Act.
• Implementation of quality control measures, inspections, and testing during and after service delivery.
• Proper documentation, including daily reports, project progress, and adherence to specified standards.

Skills and Competence Requirements

The tenderer must demonstrate:

• Proven experience in grave preparation, excavation, and memorial construction, supported by references and project documentation.
• Technical competence in operating and maintaining heavy machinery such as digger loaders, backhoes, and safety equipment.
• Qualified and trained personnel familiar with health and safety regulations, including PPE issuance and immunizations.
• Capacity to manage multiple sites and projects simultaneously, with adequate staffing and resource planning.
• Knowledge of soil conditions, cemetery regulations, and construction standards relevant to grave and memorial services.
• Ability to produce quality workmanship, including proper finishing, numbering, and installation of memorials and niche walls.
• Compliance with legal, safety, and environmental standards, including occupational health and safety legislation.
• Capability to provide necessary documentation, reports, and certifications as required by the City of Cape Town.
