Objectives

The primary objective of this tender is to undertake disaster intervention works for water and wastewater infrastructure affected by floods within the Zululand District Municipality. The works aim to restore and rehabilitate infrastructure components such as yard pavements, access roads, weirs, pumps, and other related facilities to ensure continued service delivery and infrastructure resilience.

Scope

The scope of works includes:

• Restoration of yard pavement and access road rehabilitation at various Water Treatment Works (WTWs) including Belgrade, Ceza, Nkonjeni, Nkosentsha, and Ophuzane.
• Rehabilitation of existing access roads.
• Cleaning of weirs and rehabilitation of access roads at Nkosentsha.
• Restoration of gabions, refurbishment or replacement of pumps at Ophuzane.

Site inspections will be conducted at specified locations following the clarification meetings.

Technical Requirements

The technical requirements for tender responsiveness include:

• Compliance with the specified CIDB grading (minimum 3CE or higher for relevant projects).
• Demonstration of experience with at least 3 road and stormwater projects of similar nature, size, and value, supported by appointment letters or official orders.
• Qualifications: Minimum National Diploma in Civil Engineering with at least 3 years of relevant experience; alternative experience levels with corresponding documentation.
• Ownership or leasing of key plant and equipment such as excavators, TLBs, tippers, graders, and rollers, with proof of ownership or signed lease agreements.
• Proof of local office within Zululand District Municipality boundaries or within KZN/South Africa, as applicable.

Skills Requirements

The skills and qualifications required include:

• Qualified Civil Engineering personnel with relevant experience in road and stormwater projects.
• Demonstrable ability to operate or manage key plant and equipment required for the works.
• Experience in infrastructure rehabilitation, particularly in flood-affected areas.
• Ability to provide proof of experience, qualifications, and plant ownership or leasing arrangements.
