Objectives

The primary objective of this tender is to secure the supply and delivery of theatre consumables to all institutions under the control of the Department of Health and Wellness, Western Cape Government, for the period ending 29 February 2028. The aim is to ensure the availability of high-quality, sterile, latex-free, and compliant theatre consumables that meet specified standards and support healthcare service delivery across the province.

Scope

The scope encompasses the procurement, supply, and delivery of a wide range of theatre consumables, including surgical drapes, gowns, masks, gloves, sterilization packs, and related items, to various hospitals and healthcare institutions within the Western Cape. The contract covers multiple product categories, sizes, and specifications, with delivery points at designated hospitals and the Western Cape Warehouse, ensuring continuous stock availability and compliance with healthcare standards.

Technical Requirements

• All products must adhere to relevant international standards such as ISO 13485, EN13795, SANS53795, and other applicable test reports confirming certification and testing.
• Items must be sterile, latex-free, and individually packaged with clear labelling, including expiry dates.
• Products must be compatible with specified medical equipment and meet specified performance criteria, such as bacterial and particle filtration efficiencies, fluid resistance, and durability.
• Suppliers must provide valid certificates, including manufacturing standards, sterilization validation, SAHPRA licenses, and test reports for masks, drapes, gowns, and other consumables.
• Samples (minimum 3-5 per item) must be submitted for clinical evaluation, labelled clearly, and retained for the contract duration.
• Delivery must be within specified timeframes, with firm or variable pricing structures as indicated, and include all costs in the bid.
• Suppliers must be registered on the Central Supplier Database (CSD), with confirmed tax compliance, and complete all mandatory documentation.
• Occupational health and safety compliance, including signed agreements, must be submitted.

Skills Requirements

• Proficiency in understanding and complying with international and local healthcare standards and regulations.
• Ability to provide certified documentation, test reports, and certificates validating product quality and safety.
• Experience in managing supply chain logistics, including timely delivery and stock management across multiple locations.
• Capability to prepare and submit detailed technical and safety data sheets, and to handle sample submissions and clinical evaluations.
• Knowledge of procurement processes, including completing mandatory forms, declarations, and compliance documentation.
• Competence in maintaining occupational health and safety standards and executing signed agreements.
