Objectives

The primary objective of this tender is to secure suitable office accommodation for Legal Aid South Africa’s Bellville Local Office for a period of up to five (5) years. The aim is to find a property that facilitates accessible, efficient, and compliant legal service delivery, ensuring proximity to courts and public transport, and supporting the organization’s mandate to provide legal aid to indigent and vulnerable populations.

Scope

The scope encompasses the procurement of office space in Bellville that meets specified size, location, and infrastructural requirements. The property must be ready for occupation by April 2027, with appropriate facilities including offices, consultation rooms, reception, toilets, parking bays, and accessibility features for persons with disabilities. The property must also comply with all relevant legal, zoning, health, and safety regulations, and be branding compliant for Legal Aid SA.

Additionally, the scope involves lease negotiations, refurbishment (if necessary), and ongoing maintenance, with provisions for branding, signage, and technological infrastructure such as network points and backup power.

Technical Requirements

• Office space between 572m² and 592m² with at least 7 parking bays.
• Location within Bellville, close to courts and public transport (taxi ranks, train stations, bus terminals).
• Ground floor or building with functional lifts, accessible for disabled persons.
• Building must be zoned for office, business, or commercial use and comply with all local laws, bylaws, health, and safety standards.
• Proper security, lockable parking, and branding signage (Legal Aid SA signboard of specified size).
• Facilities including network points, emergency power backup, toilets (including disabled and client toilets), and sufficient working space for staff and clients.
• Building must be free of rising damp, structural defects exceeding 5mm, and wall cracks.
• Provision for tenant installation, refurbishment, and maintenance as per CIDB standards.

Skills and Competency Requirements

• Proven experience in property leasing, management, and refurbishment within the legal or public sector.
• Ability to negotiate lease terms, including tenant installation allowances and refurbishment costs.
• Knowledge of legal compliance related to property zoning, health and safety, and building regulations.
• Capacity to provide technical documentation such as building compliance certificates, structural reports, fire safety plans, electrical certificates, and occupancy certificates.
• Experience in project management for property refurbishment and fit-out projects.
• Ability to support branding, signage installation, and technological infrastructure setup.
• Legal and contractual expertise to ensure lease agreements align with Legal Aid SA policies, including standard lease templates and right of first refusal clauses.
• Capacity to conduct property inspections, site assessments, and compliance verifications.
