Objectives

The primary objective of this tender is to procure 65 boxes of rubber stoppers (each containing 7,000 units) that meet the specified technical standards. The procurement aims to ensure the supply of high-quality rubber stoppers suitable for medical or laboratory use, adhering to specified specifications and quality tests.

Scope

The scope of the tender includes:

• Provision of 65 boxes of grey rubber stoppers, each with a quantity of 7,000 units.
• Supply of rubber stoppers conforming to detailed specifications outlined in the attached supplier specifications document (Item Code: PM 0860).
• Compliance with all technical, safety, and quality requirements specified in the tender documents.

Technical Requirements

The supplied rubber stoppers must meet the following specifications:

• Chemical tests: Sterilization test showing no change in appearance and no tackiness.
• Fragmentation: Total fragments visible should not exceed 10.
• Self-sealing: No visible trace of color in the vials; solution should not be more opalescent than reference.
• Clarity & color of extract suspension: As specified.
• Extract pH: Not more than 0.8 ml of HCl / 0.3 ml of NaOH.
• Light absorption: Filtrate absorbance NMT 2.0.
• Reducing substances: Titration volumes differ by NMT 7.0.
• Heavy metals: Absorbance NMT 2.0 ppm.
• Residue on ignition: NMT 4.0 mg/50 ml.
• Additional tests including turbidity (≤3.0 NTU), conductivity (≤40 µS/cm), siliconization level (5-20 µg/cm²), volatile sulphide (no darker black stain than standard), proper packing, and labeling with supplier’s name, batch number, and quantity.

Skills Requirements

The supplier must demonstrate:

• Proven experience in supplying medical-grade rubber stoppers or similar products within the past 24 months, supported by signed invoices, delivery notes, or reference letters.
• Ability to meet detailed technical specifications and conduct necessary quality assurance tests.
• Compliance with South African procurement regulations, including submission of a CSD report (if applicable), SBD1, and SBD4 declaration.
• Capability to provide proof of previous supply and adhere to quality standards.
• Knowledge of and compliance with BBBEE requirements and preference point allocations based on empowerment status.
