Objectives

The primary objective of this tender is to supply and deliver bilirubinometers that meet specified technical standards for use in healthcare facilities. The equipment must be capable of accurate measurement of transcutaneous bilirubin levels in newborns, with provisions for training, demonstration, installation, and ongoing maintenance.

Scope

The scope includes the procurement, delivery, installation, calibration, and commissioning of electronic handheld bilirubinometers as per the specified HTS standards. It also encompasses end-user training, provision of manuals, optional accessories, spare parts, and warranty services. The equipment is intended for use in regional and tertiary hospitals within KwaZulu-Natal, South Africa.

Technical Requirements

• The device must measure transcutaneous bilirubin levels in the range of 0 – 340 micromol/L (0 – 20 mg/dl).
• The measurement technique should be simple, reproducible, and suitable for inexperienced users, involving placing the probe on the skin and pressing a switch.
• The device must be handheld, lightweight, and operate off rechargeable batteries with a minimum capacity for 400 tests per charge.
• The equipment must include a rechargeable battery pack, charger, and battery charge indicator, with the charger operating from 220V ±10%, 50Hz mains supply.
• Measurement accuracy should be ± 0.5 mg/dl (or equivalent micromol/L) within the specified range.
• The device must display measurement results clearly on a three-digit numerical display under all lighting conditions.
• The measurement probe must be built into the unit, with a method that is simple and reproducible.
• The unit must be CE certified, comply with IEC 60601 standards, and operate safely within international electrical safety standards.
• The device must be supplied with manuals, calibration verification tools, optional accessories, and a protective carry case.
• Guarantee/Warranty of at least 24 months, with provisions for maintenance, calibration, and repairs during and after the warranty period.

Skills Requirements

• Bidder must demonstrate technical capability to supply, install, and commission the bilirubinometers according to specifications.
• Provision of comprehensive training to end-users and technical staff on device operation, calibration, maintenance, and repair, including PCB-level servicing.
• Availability of a well-established service and repair facility within KwaZulu-Natal, with qualified technicians trained by the original equipment manufacturer.
• Ability to provide ongoing technical support, software updates, and spare parts for at least 10 years.
• Provision of detailed manuals, software, and troubleshooting tools at no extra cost.
• Demonstration of compliance with international standards and evaluation by government or recognized bodies is advantageous.
