Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply and delivery of refined bulk fuel to Newcastle Municipality over a period of three years. The aim is to outsource fuel provisioning services, ensuring continuous and reliable fuel supply to various municipal sites and vehicles, while promoting local enterprise development and adherence to procurement regulations.

Scope

The scope includes:

• Supply and delivery of refined bulk fuel (including diesel and petrol) to designated municipal sites such as Newcastle CBD, Waste Disposal Site, and Osizweni.
• Provision of storage and fuel dispensing systems by service providers, as the municipality does not own refuelling infrastructure.
• Attending compulsory site assessments and implementing a transitional plan to ensure uninterrupted fuel supply during the contract period.
• Deliveries to over 250 municipal vehicles across multiple sites, with specified storage capacities and delivery timelines.
• Adherence to safety, quality, and technical standards as per specifications and regulations.

Technical Requirements

The technical requirements include:

• Provision of storage tanks and fuel dispensing systems at designated sites.
• Delivery of fuel within 24 hours of purchase order receipt.
• Compliance with statutory licensing, including valid wholesale/retail petroleum licenses from the Department of Minerals and Energy.
• Provision of a transitional/contingency plan for business continuity.
• Adherence to safety, quality, and environmental standards for fuel storage and dispensing.
• Participation in compulsory briefing sessions and site assessments.
• Submission of relevant experience, including similar work undertaken previously.
• Compliance with procurement regulations, including tax and supplier database registration.
