Objectives

The primary objective of this tender is to procure services for the servicing and load testing of two specific machines in the Port of Cape Town, ensuring safety, reliability, and minimal disruption to port operations. The work aims to eliminate the risk of catastrophic failure of workshop equipment through preventative maintenance, thereby enhancing safety standards and equipment reliability. Additionally, the project emphasizes adherence to safety protocols, quality standards, and environmental considerations, with a strong commitment to achieving an incident-free environment and supporting Transnet’s goal of Zero Harm.

Scope

The scope of work includes:

• Servicing, load testing, and certifying a pillar hoist (Serial No. 10132083, Asset No. PEM-450, Model KPH-370).
• Servicing, load testing, and certifying a floor crane (Model UNILIFT 20J, Serial No. 29821090, Asset No. 1355, SWL 2000kg).
• Providing all necessary safety documentation, including safety files and letters of good standing, prior to commencement.
• Ensuring all work is performed at the Mechanical Workshop, Port of Cape Town, with reporting to the Mechanical Maintenance Department.
• Itemized quotations, technical compliance, and adherence to safety, health, and environmental standards.

Technical Requirements

The technical requirements include:

• Compliance with scope and work requirements, confirmed via submission of a compliant quotation.
• Provision of safety documentation such as safety files, letters of good standing, and certificates of good practice.
• Load testing and certification of the specified hoist and crane, including lubrication and lubrication of moving parts.
• Use of all necessary tools, machinery, and equipment to carry out the scope of work.
• Adherence to relevant codes, standards, and specifications, including safety and environmental regulations.
• Provision of qualified and experienced personnel, including safety officers, supervisors, and inspectors, with relevant certifications.
• Implementation of risk assessments, method statements, and safe work procedures for all tasks.
• Compliance with health and safety legislation, including PPE requirements, incident management, and safety induction for all personnel on site.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• Proven experience in servicing and load testing of similar workshop machinery, with relevant references.
• Construction Industry Development Board (CIDB) registration with a minimum of 1ME or higher grading.
• Qualified personnel including:
• Health and Safety Officers with appropriate certifications.
• Supervisors and inspectors with relevant technical qualifications and experience.
• Skilled technicians for load testing, lubrication, and certification processes.
• Compliance with health and safety standards, including PPE, site safety protocols, and emergency procedures.
• Ability to provide comprehensive safety files, safety plans, and documentation demonstrating adherence to safety and environmental standards.
• Capability to manage risks, conduct hazard assessments, and implement safe work procedures.
• Familiarity with relevant standards such as NEC3 Construction Contract, ISO standards, and local safety legislation.
