Objectives

The primary objective of this tender is to procure intrusion pre-detection systems to enhance the security of Eskom sites, including perimeter, entrances, control rooms, battery rooms, HV yards, and storerooms. The systems aim to detect unauthorized movement, tunneling, fence separation, climbing, cutting, and vibrations caused by digging or climbing, thereby preventing undetected access and ensuring the continuity of electricity supply.

Scope

The scope encompasses the provision, installation, and maintenance of intrusion pre-detection systems across Eskom's various sites. The systems should cover strategic areas such as site perimeters, entrances, control rooms, and other critical infrastructure. Tenderers may propose alternative technologies conforming to Eskom’s specifications, subject to approval. The systems must be capable of detecting intrusions both crossing boundaries and moving inside protected areas, with coverage typically up to 120,000 m².

Technical Requirements

• System Functionality: Detect unauthorized movement, tunneling, fence separation, climbing, cutting, and vibrations. The system should be resilient to nuisance alarms caused by passing vehicles or environmental factors.
• Detection Capabilities: Configurable detection parameters including object weight, height, depth, linear range (minimum 300m), vibration frequency/level, and site area coverage.
• Alarm and Logging: Log at least 1000 events with FIFO overwrite, zone-based alarm monitoring, return to normal within 10 seconds post-alarm acknowledgment, and synchronization with real-time clocks (accuracy ±250ms).
• Reliability & Performance: System availability >98%, dependability >95%, overall performance >88%. The system must be self-healing if performance drops below 88%.
• Housing & Durability: IP65 or higher, UV stable, tamper-proof, resistant to environmental conditions, and protected against high voltage transients.
• Communication: Use of fibre optic cables compliant with Eskom standards, support for wireless or cellular connectivity, ICASA approval, remote configuration, and cybersecurity standards (AES-256, IPsec).
• Power Supply: 240V AC mains with backup power options, protected against surges, with standby times aligned to site requirements.
• Management & Monitoring: Local and remote management via GUI, real-time event recording, remote configuration with two-factor authentication, and integration with existing alarm systems and PSIMs.
• Environmental Conditions: Operation at -20°C to 50°C, up to 2500m altitude, 100% humidity, resistant to wind, rain, and electrical surges.

Skills Requirements

• Technical Expertise: Knowledge of intrusion detection technologies (fiber optic sensors, infrared, microwave, vibration sensors), system integration, and cybersecurity standards.
• Installation & Maintenance: Ability to install, commission, and maintain complex security systems, including electrical and mechanical specifications, wiring, and environmental considerations.
• System Design & Documentation: Capability to prepare detailed technical descriptions, wiring diagrams, installation procedures, and performance reports for approval and compliance.
• Cybersecurity & Communication: Proficiency in configuring secure communication protocols, remote management, and integration with existing security infrastructure.
• Project Management: Ability to coordinate with Eskom’s governance processes, deliver within timelines, and provide ongoing support and support documentation.
