Objectives

The primary objective of this tender is to establish a maintenance contract for coastal stormwater and catchment infrastructure repairs across the North Central region of eThekwini Municipality. The contract aims to provide a flexible, urgent/emergency response mechanism for repairing and maintaining stormwater infrastructure, river systems, culverts, gabion protections, kerbing, and related civil works over a period of 36 months. It seeks to ensure rapid deployment of qualified contractors for urgent repairs arising from adverse weather, flooding, erosion, and other emergency conditions, thereby minimizing infrastructure failure and environmental impact.

Scope

The scope encompasses:

• Provision of civil engineering works including upgrading, repair, and maintenance of stormwater pipes, culverts, gabion protections, concrete canals, weirs, and associated structures.
• Emergency and unscheduled works across various regions, with work to be executed on an "as-and-when-required" basis.
• Assessment and proofing of existing underground services before excavation.
• Installation, repair, and reinstatement of headwalls, manholes, inlets, and drainage structures.
• Earthworks, including excavation, disposal of unsuitable material, and backfilling with imported fill or native material.
• Construction of diversion channels, river crossings, cofferdams, and temporary supports for stream and watercourse diversions.
• Implementation of environmental management, safety, traffic accommodation, and site security measures.
• Subcontracting, local employment, and enterprise development as per B.U.I.L.D. and other policies.
• Monitoring, reporting, and quality control, including testing, photographic documentation, and progress assessments.

Technical Requirements

The technical requirements include:

• Adherence to eThekwini Municipality’s Standard Engineering Specifications and Particular Specifications.
• Compliance with Occupational Health and Safety Regulations, including submission of safety plans and certificates.
• Provision of detailed programmes, method statements, and traffic accommodation plans.
• Proof of registration with CIDB (minimum Grade 6 CE or higher), CSD, and B-BBEE compliance.
• Experience in similar stormwater, earthworks, and civil infrastructure projects within the past 5 years.
• Provision of geotechnical investigations, test results, and as-built documentation.
• Use of approved materials, including HDPE pipes, gabion boxes, geofabrics, and precast concrete elements.
• Implementation of environmental management plans, erosion control, and site rehabilitation measures.
• Effective management of diversions, watercourse crossings, and temporary works, including cofferdams and dewatering.
• Regular photographic documentation and progress reporting.

Skills and Qualification Requirements

The tenderer must demonstrate:

• CIDB registration as a contractor of at least Grade 6 CE or higher, active and in good standing.
• Relevant experience in stormwater infrastructure, earthworks, and civil construction projects of similar scope and complexity within the last 5 years.
• Qualified personnel, including site agents, foremen, and safety officers, with a minimum of 3 years relevant experience and appropriate qualifications.
• Capability to undertake geotechnical investigations, testing, and produce detailed as-built drawings by registered surveyors.
• Proven ability to manage environmental and safety standards, including environmental management plans and occupational health and safety compliance.
• Experience in subcontracting, local enterprise development, and adherence to B-BBEE policies.
• Capability to respond promptly to emergency works, with qualified and experienced staff available for immediate deployment.

Summary

This tender aims to secure a qualified contractor capable of providing rapid, flexible, and comprehensive stormwater infrastructure repair and maintenance services across the North Central region. The contractor must demonstrate technical competence, relevant experience, and compliance with legal, safety, environmental, and procurement policies to ensure effective response to urgent infrastructure needs over the three-year contract period.
