Objectives

The primary objective of this tender is to establish a contract for the repair and maintenance of coastal stormwater and catchment management infrastructure within the Western Region of eThekwini Municipality over a period of 36 months. The contract aims to facilitate civil engineering construction works, particularly urgent and emergency repairs arising from adverse weather conditions, flooding, erosion, infrastructure failures, and other related issues. The goal is to ensure timely, competent, and safe intervention to maintain and restore infrastructure functionality, reducing the load on individual contractors and ensuring continuous service delivery.

Scope

The scope encompasses a wide range of civil engineering construction activities, including:

• Urgent and emergency works across various locations within the North, North Central, INK, South, South Central, West, and Central (CBD) regions of eThekwini Municipality.
• Types of works include site clearance, earthworks (bulk, pipe trenches, structures), stormwater pipe installation, culvert works, protection works, road works, reinstatement, and associated ancillary tasks.
• Specific activities such as excavation, pipe laying, culvert construction, protection measures, road surfacing, kerbing, footpath construction, subgrade improvement, signage, and reinstatement of disturbed surfaces.
• Provision of competent contractors to respond to urgent/emergency scenarios as instructed by the client, with one successful tenderer per region.

Technical Requirements

The technical requirements include:

• Adherence to Occupational Health & Safety regulations, including submission of health and safety plans, hazard assessments, and safety files.
• Provision of qualified and registered personnel such as Construction Managers, Safety Officers, Supervisors, and other key roles.
• Compliance with environmental management, traffic management, and emergency response plans.
• Proper site clearance, earthworks, pipe installation, culvert construction, and protection works as per detailed specifications.
• Use of approved materials, including concrete, steel reinforcement, geofabrics, and pipework, with quality control measures.
• Implementation of reinstatement works to restore surfaces and infrastructure to pre-construction conditions.
• Provision of adequate signage, PPE, and safety measures to protect workers and the public.
• Effective management of hazardous substances, chemicals, and waste in accordance with legislative requirements.

Skills Requirements

The tender mandates the following skills and competencies:

• Registered Construction Managers and Safety Officers with SACPCMP accreditation.
• Competent supervisors and skilled workers with experience in earthworks, pipe installation, culvert construction, and protection works.
• Qualified personnel for hazard identification, risk assessment, and emergency management.
• Personnel trained in health and safety induction, toolbox talks, and incident management.
• Personnel capable of implementing environmental and traffic management plans.
• Certified first aiders and trained fire safety personnel.
• Workers with skills in handling hazardous chemicals, waste management, and site housekeeping.
