Objectives

The primary objective of this tender is to establish a panel of competent civil engineering contractors with a CIDB grading of 3CE or higher to undertake construction and rehabilitation projects related to municipal roads and stormwater infrastructure. The panel will facilitate the execution of municipal capital projects over a period of 36 months, ensuring quality, safety, and compliance with relevant standards.

Scope

The scope of work includes, but is not limited to:

• Construction of gravel or surfaced roads
• Rehabilitation of existing gravel or surfaced roads
• Construction of stormwater infrastructure
• Earthworks and related civil works
• Maintenance of roads and stormwater systems
• Any other roads and stormwater-related civil works as specified in the tender

Technical Requirements

Contractors must demonstrate:

• Possession of CIDB grading of 3CE or higher
• Experience in construction and completion of roads and related infrastructure
• Capability to apply labour-intensive construction methods without compromising quality
• Provision of full-time supervision by qualified personnel
• Implementation of quality control and assurance measures, including previous appointment letters and certificates
• Adherence to Occupational Health and Safety Act requirements, with appropriate safety management plans
• Access to relevant plant and equipment, either owned or rented, with supporting documentation

Skills Requirements

Applicants must possess:

• Qualified and experienced project managers with relevant civil engineering qualifications and ECSA membership
• Qualified safety officers with appropriate occupational health and safety qualifications
• Capability to manage and supervise civil works projects effectively
• Knowledge of quality standards and safety regulations
• Financial capacity demonstrated through bank and financial documentation
• Ability to mobilize and manage resources efficiently within the municipal jurisdiction
