Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply and delivery of firearms, ammunition, and firearm accessories to the Border Management Authority (BMA) over a period of three (03) years. The aim is to support border operations by ensuring the availability of necessary firearms and related equipment to facilitate law enforcement activities at ports of entry and border areas.

Scope

The scope of the tender includes the procurement, supply, and delivery of various firearm types and accessories, such as:

• 9mm pistols (caliber 9mm x 19mm, capacity 15-17 rounds)
• 12-gauge pump-action shotguns (max 18.5 inch barrel)
• Smoke grenades
• Stun grenades
• Teargas canisters
• Handcuffs and pouches
• Firearm holsters and magazine holders
• Protective gear (ear protection, safety glasses)
• Ammunition for various firearms (.223 rifle, 9mm, rubber bullets, etc.)
• Related accessories such as shields, helmets, riot gear, batons, pepper spray, and related items

The procurement will be conducted as needed, with sample testing and verification prior to finalizing procurement for certain items.

Technical Requirements

The technical requirements specify that all firearms and accessories must meet the following criteria:

• Samples and testing may be requested prior to final procurement.
• Firearms must be new, unused, and of the most recent models, incorporating recent design improvements.
• Firearms and equipment must comply with relevant South African legislation, including the Firearms Control Act 60 of 2000.
• Items such as grenades, tear gas, and pepper spray must meet specified weight, effect duration, and safety standards.
• Accessories and protective gear must be suitable for law enforcement use and meet safety standards.
• All items must be properly packaged to prevent damage during transit and delivery.
• Delivery must be in accordance with specified contractual terms, including proper documentation and insurance.

Skills and Capacity Requirements

Service providers must demonstrate the following skills and capacity:

• Proven experience in supplying law enforcement or military-grade firearms and related equipment.
• Compliance with licensing and certification requirements under the Firearm Control Act, including valid dealer or manufacturer licenses.
• Ability to provide samples and conduct testing as required.
• Capacity to manage logistics, timely delivery, and proper documentation of supplies.
• Knowledge of relevant legislation and standards governing firearms and ammunition in South Africa.
• Capability to maintain confidentiality and handle sensitive information securely.
• Experience in project management and reporting within a law enforcement or security context.
