Objectives

The primary objective of this tender is to undertake infrastructure improvements at Tanga Clinic in the Amathole District. This includes repairs, renovations, and the installation of prefabricated units to enhance healthcare service delivery while maintaining operational continuity during construction.

Scope

The scope encompasses:

• Construction of two new prefabricated structures: one with four consulting rooms and a toilet block.
• Repairs and renovations to existing buildings: main clinic, extension, and nurses' residences.
• Site clearance, demolition, and removal of existing structures and debris.
• Installation of electrical, plumbing, roofing, carpentry, glazing, painting, and other finishes.
• Provision of temporary structures including consultation rooms and ablution blocks.
• Implementation of health and safety, environmental, and community engagement measures.

Technical Requirements

The technical scope includes:

• Design, supply, transportation, installation, and ridging of prefabricated units with internal electrical and plumbing systems.
• Repairs to existing buildings, including roofing, plastering, painting, and fixtures, ensuring minimal disruption.
• Installation of roofing with specified materials, waterproofing, and associated accessories.
• Electrical installations compliant with SANS standards, including distribution boards, wiring, and fixtures.
• Plumbing and drainage systems, including rainwater disposal and sanitary fittings.
• Glazing, paintwork, and finishes as per specifications, with guarantees and warranties.
• Implementation of health and safety measures, including risk assessments, PPE, signage, and emergency procedures.
• Adherence to environmental and community safety protocols, including noise, dust, and biological hazard controls.

Skills and Competencies Required

The tenderer must demonstrate:

• Proven experience in healthcare facility renovations, prefabricated unit installation, and related construction works.
• Competence in design, supply, and installation of prefabricated structures, including internal systems.
• Qualified personnel, including registered electricians, plumbers, and specialized tradespeople.
• Project management capability with a qualified site manager (minimum NQF 6 qualification) and experienced foremen.
• Occupational Health and Safety expertise, including appointment of SACPCMP-registered CHSO and implementation of H&S plans.
• Capacity to manage environmental risks, community engagement, and compliance with legal and safety standards.
• Ability to coordinate temporary structures, site logistics, and operational continuity of the clinic during construction.
• Demonstrated financial stability, relevant CIDB grading (minimum 3GB), and compliance with procurement regulations.
