Objectives

The primary objective of this tender is to establish a framework agreement with professional service providers to support the planning, design, and construction monitoring of water and sanitation projects within Msunduzi Municipality. The framework aims to enhance operational efficiency, strategic planning, and maintenance of water and sanitation infrastructure, while facilitating skills transfer and capacity building within the municipality.

Scope

The scope encompasses:

• Planning, design, and construction monitoring of water and sanitation infrastructure projects.
• Operations, maintenance, and strategic planning related to water & sanitation services.
• Specific projects such as water and sanitation pipe replacement, rehabilitation, and infrastructure development.
• Water conservation, demand management, and hydrogeological investigations.
• Support for water demand management initiatives and strategic asset management.
• Skills transfer and capacity building for municipal staff through project implementation.

Technical Requirements

Technical requirements include:

• Provision of qualified professionals with registration (e.g., ECSA registered Project Leaders with valid registration and LIC certificates).
• Demonstrated experience in water and sanitation projects, supported by reference letters, project completion certificates, and LOAs.
• Compliance with legislation such as the Occupational Health and Safety Act, COID Act, VAT Act, and relevant municipal by-laws.
• Provision of necessary insurances, including professional indemnity insurance within 30 days of appointment.
• Adherence to project-specific specifications, standards, and quality control measures.
• Implementation of skills transfer plans, including training sessions, methodology, and monitoring.
• Use of appropriate tools, methodologies, and documentation for project management and reporting.

Skills Requirements

The tender mandates the following skills and qualifications:

• Professional registration with ECSA for project leaders and key personnel, with valid certificates.
• Minimum experience of 5 years in water and sanitation projects, with evidence through CVs, reference letters, and project details.
• Experience in strategic planning, asset management, pipe rehabilitation, and hydrogeological investigations.
• Skills transfer capability, including training, mentorship, and capacity building for municipal staff.
• Knowledge of legislation, standards, and best practices in water and sanitation engineering.
• Ability to prepare comprehensive reports, technical specifications, and project documentation.
• Capacity to deliver within specified timeframes, with demonstrated project management skills.
