Objectives

The primary objectives of this tender are to appoint a qualified service provider to clear and manage alien invasive plants across various sites within the Garden Route District Municipality (GRDM). The aims include:

• Eradication and ongoing maintenance of invasive alien plant species to protect biodiversity and ecosystems.
• Compliance with legislative and environmental standards, reducing fire risks and protecting water sources.
• Promoting socio-economic empowerment through community employment, training, and revenue generation from biomass sales.
• Supporting disaster risk reduction and climate change adaptation strategies.

Scope

The scope encompasses:

• Manual and mechanized clearing of invasive alien plants such as Rooikrans, Black Wattle, Pine, and others at specified sites including farms, wetlands, and riparian zones.
• Removal and disposal of biomass, litter, and debris, including herbicide application where necessary.
• Adherence to health, safety, and environmental standards during operations.
• Coordination with relevant stakeholders, including water authorities and neighboring landowners.
• Regular reporting, site monitoring, and follow-up treatments to prevent regrowth.

Technical Requirements

The technical specifications include:

• Manual clearing using hand tools (loppers, bowsaws, slashers) and mechanized equipment (chainsaws, brush cutters, mulchers, bulldozers where appropriate).
• Herbicide application by registered operators, with strict safety and environmental protocols, including immediate treatment post-cutting and no spraying on foliage.
• Proper disposal of all cleared material, with on-site processing options like chipping or controlled burning, subject to approvals.
• Development and submission of health and safety plans, including PPE use, first aid, and herbicide safety measures.
• Compliance with environmental legislation, including water use licenses and minimal disturbance to indigenous vegetation.
• Use of suitable equipment, trained personnel, and adherence to specified site-specific methods.

Skills Requirements

The tenderer must demonstrate:

• Experience in invasive alien plant clearing, with a minimum of 1-2 years for small projects, and more for larger or similar projects.
• Capability to operate relevant machinery and tools safely and effectively.
• Qualified personnel, including certified herbicide applicators, chainsaw operators, and safety officers.
• Knowledge of environmental legislation, health and safety standards, and herbicide handling protocols.
• Capacity to provide community employment, training, and social upliftment initiatives.
• Proven track record with references for similar projects, including project duration and scope.
