Overall Objectives

The primary goal of this project is to develop a modern, efficient, and sustainable wastewater treatment plant at Polokwane, initially designed to treat 20 million liters per day (MLD), with the capacity to expand up to 100 MLD. The project emphasizes delivering high-quality effluent that complies with environmental standards and regulatory requirements, ensuring environmental protection and operational reliability. Additionally, it aims to promote local employment and skills transfer through labour-intensive construction methods and capacity building. The plant's design and operation are intended to meet operational KPIs over its lifecycle, including a 12-month post-commissioning maintenance period.

Scope of Work

• Design, construction, and commissioning of civil, mechanical, electrical, and instrumentation systems for the wastewater treatment plant, including inlet works, primary and secondary treatment units, biological reactors, sludge handling facilities, and effluent discharge systems.
• Installation of pipelines, pipework, valves, fittings, and accessories for water, sewer, stormwater, and process systems, along with ancillary civil works such as earthworks, fencing, paving, and site infrastructure.
• Provision of all plant equipment, including clarifiers, aeration systems, sludge digesters, chemical dosing units, and control systems, ensuring future scalability and integration.
• Implementation of electrical infrastructure, including switchgear, control panels, backup power systems, and SCADA systems for remote monitoring and control.
• Post-construction operation, maintenance, and asset management, supported by manuals, spares, and training to ensure sustainable plant operation beyond commissioning.
• Design considerations for future expansion phases, ensuring scalability and seamless integration with existing systems.

Technical Requirements

• Design and construction of a biological wastewater treatment plant employing activated sludge technology, with flow balancing tanks, adhering to standards such as SANS 1200, BS, IEC, and ISO.
• Use of durable, corrosion-resistant materials (e.g., stainless steel, fibreglass, EPDM) suitable for wastewater environments and the climatic conditions at approximately 1,200 meters altitude.
• Mechanical equipment (pumps, mixers, aerators, screens, sludge handling systems) must meet specified performance, efficiency (e.g., IE3 motors), and durability standards.
• Pipeline systems for water, sewer, and stormwater must comply with corrosion protection, jointing, and testing standards, ensuring integrity and longevity.
• Electrical systems should include reliable power supply, control, instrumentation, and safety features, conforming to IEC 61850 and other relevant standards, with provisions for fault tolerance, surge protection, and cybersecurity.
• Instrumentation for monitoring flow, level, pressure, temperature, dissolved oxygen, and chemical parameters, with certified datasheets and calibration protocols.
• Implementation of corrosion protection measures, surface preparation, coating, and testing for steel, galvanised, and aluminium components.
• Provision of backup power systems (generators, UPS) with specified autonomy, ensuring continuous operation and fault management.
• Design for ease of maintenance, safety, and future expansion, including proper supports, enclosures, and access points.
• Strict adherence to environmental, health, and safety standards, including hazard identification, risk assessments, safety plans, and regular monitoring and reporting.

Skills and Competencies Required

• Experienced civil, mechanical, electrical, and process engineers with proven expertise in designing, manufacturing, and commissioning large-scale wastewater treatment plants, particularly within South Africa.
• Qualified specialists in electrical power systems, control systems (SCADA, PLCs), corrosion protection, and materials suitable for wastewater environments, with relevant certifications (e.g., SANS 14765, IEC 61439, ISO 9001).
• Skilled artisans, welders, fabricators, and technicians proficient in installing, testing, and maintaining mechanical and electrical equipment, adhering to standards such as SANS 1217, BS EN 10204, and ISO 15607.
• Environmental and safety officers knowledgeable in occupational health, safety regulations, environmental management plans, and hazard mitigation strategies.
• Labor force trained in labour-intensive construction methods, safety procedures, and skills transfer, with capacity for supervision and community liaison.
• Capability to produce detailed design documentation, factory and site testing reports, operational manuals, and provide ongoing technical support and training.
• Strong project management skills to coordinate multidisciplinary teams, ensure quality assurance, and adhere to project timelines and standards.
