Objectives

The primary objective of this tender is to supply and deliver foam, specifically 3% AFFF foam concentrate, to meet the requirements of the City of uMhlathuze. The foam must meet specified technical standards and be delivered by 25 May 2026 to support fire suppression activities.

Scope

The scope includes:

• Provision of foam concentrate that complies with specified technical and fire suppression requirements.
• Supply and delivery of the foam to the designated delivery address: Supply Chain Management Unit, End of Betastraal, Alton, Richards Bay.
• Adherence to all specifications regarding foam type, expansion requirements, and fire suppression characteristics.
• Completion of delivery by the stipulated deadline of 25 May 2026.

Technical Requirements

The foam must meet the following technical specifications:

• Use of 3% AFFF foam concentrate; other types such as AFFF will not be accepted.
• Foam must meet all three expansion requirements: Low, Medium, and High.
• Fire suppression mechanisms and characteristics include:
  • Reduction of water surface tension
  • Extended drain time to reduce ignition/re-ignition risk
  • Ability to create a dense foam blanket as insulation between fuel and air
  • High viscosity to cling to vertical surfaces
• Compatibility with fresh, brackish, and seawater.

Skills and Qualification Requirements

Suppliers must meet the following criteria:

• Be registered with the Central Suppliers Database (CSD) and provide the CSD number.
• Provide a Letter of Good Standing from the Compensation Fund.
• Be registered with the Municipal Council Database; forms available on the municipal website.
• Complete the RFQ in black ink; quotations in lead pencil will not be accepted.
• Attach all compulsory documents, including tax compliance certificates, SHE risk management files, and proof of registration.
• Ensure all alterations are signed by the bidder, with no price changes without signatures.
• Demonstrate compliance with statutory requirements and procurement policies.
