Objectives

The primary objective of this tender is to secure the services of a qualified Heritage Building Architect, registered with AMAFA Heritage Council and SACAP, to conduct assessments and develop a comprehensive solution for roof sheeting repairs and replacement on heritage buildings. Specifically, the architect will evaluate the roofing elements, determine appropriate methodologies for replacement in accordance with heritage and AMAFA guidelines, and assist in obtaining statutory approvals.

Scope

The scope encompasses:

• Providing architectural services for assessment and planning related to roof sheeting repairs and replacement.
• Conducting a detailed assessment of the copper roof covering and timber roof structure of the heritage building.
• Preparing technical assessment reports, remedial action plans, specifications, bills of quantities, and cost estimates.
• Managing the project in two phases:
  • Phase 1: Inspection, assessment, and reporting.
  • Phase 2: Providing detailed implementation and management cost structures, statutory approvals, and project management support.
• Assisting in obtaining statutory and heritage approvals in compliance with AMAFA and FIDPIM requirements.
• Ensuring project implementation aligns with heritage preservation standards and statutory legislation.

Technical Requirements

The technical requirements include:

• Experience in building structures assessments, particularly with heritage buildings.
• Recognition and accreditation by AMAFA Heritage Council and SACAP as a registered architect.
• Proven ability to assess roofing elements and timber structures on heritage sites.
• Knowledge of heritage legislation, AMAFA guidelines, and statutory approval processes.
• Preparation of detailed technical reports, bills of quantities, and cost estimates.
• Capability to manage project phases, including statutory approvals and project roll-out.

Skills Requirements

The successful bidder must possess:

• Registered SACAP professional architect with current good standing.
• Recognition and accreditation with AMAFA Heritage Council.
• Experience in heritage building assessments and restoration projects.
• Strong project management and technical report writing skills.
• Ability to liaise with heritage authorities and obtain necessary approvals.
• Competence in preparing detailed specifications, bills of quantities, and cost estimates.
• Effective communication skills for stakeholder engagement and reporting.
