Objectives

The primary objective of this tender is to appoint a qualified service provider to assist in the preparation of the PanSALB Consolidated Annual Financial Statements (AFS) for the 2025/26 financial year. Additionally, the service provider will provide audit support for a period of three (3) months to enhance audit outcomes, ensure regulatory compliance, and strengthen institutional capacity.

Scope

The scope of work includes:

• Providing technical support for the preparation of the consolidated AFS for the 2025/26 financial year.
• Offering audit support services for a three-month period post-financial year-end.
• Deploying qualified finance, audit, and supply chain management professionals to assist with financial reporting, compliance, and audit readiness.
• Delivering monthly progress reports, capacity-building support, and inputs into the financial statements and audit packs.

Technical Requirements

The technical requirements specify that the service provider must:

• Provide three (3) experienced professionals: one Assistant Manager with at least 3 years of post-CA(SA)/SAIPA experience, and two Senior consultants with at least 3 years of relevant experience.
• Ensure proposed consultants have relevant qualifications such as Chartered Accountant (CA(SA)), Associate General Accountant (AGA SA), or membership with SAIPA or ACCA.
• Demonstrate experience in public sector finance management, supply chain management, and applying standards like GRAP, PFMA, Treasury Regulations, and relevant circulars.
• Possess audit and compliance expertise, with the capacity to support audit processes and regulatory adherence.
• Operate within a PFMA-regulated environment and support capacity building within PanSALB.

Skills Requirements

The successful bidder’s proposed team must demonstrate:

• Strong technical expertise in public sector financial management, accounting, and auditing.
• Experience in applying financial reporting standards (GRAP), PFMA, Treasury Regulations, and SCM prescripts.
• Proven track record in providing consulting services to public sector entities, including financial statement preparation and audit support.
• Excellent communication skills, ability to respond promptly to queries, and capacity to transfer skills to PanSALB officials.
• Capacity to work collaboratively with PanSALB management and meet deadlines within the three-month contract period.
