Objectives

The primary objective of this tender is to procure maintenance services for the private siding, ensuring the trackwork remains safe and operational. The contractor is expected to provide ongoing maintenance, inspections, repairs, and reinstatement work as required, including the deployment of turnout attendants and emergency response teams to maintain track safety and integrity.

Scope

The scope encompasses:

• Maintenance of approximately 12,653 meters of trackwork, including turnouts, stopblocks, and associated infrastructure.
• Provision of two full-time turnout attendants for daily patrols and defect recording.
• Patrolling and inspection of tracks, turnouts, drains, fences, and signage.
• Reporting and marking defects affecting train safety, with immediate action on critical issues.
• Replacement and tightening of track components such as fastenings, fishbolts, and crossing bolts.
• Reinstatement activities including track realignment, component replacement, and welding as needed.
• Provision of PPE, site facilities, and coordination with relevant authorities for occupation and safety.
• Establishment of emergency and additional maintenance teams for planned and reactive work.

Technical Requirements

The technical requirements include:

• Deployment of qualified turnout attendants to patrol specified track sections, identify defects, and take corrective actions.
• Regular inspections, including visual checks of turnout conditions, fastenings, fences, and signage.
• Immediate marking of dangerous defects with red flags and communication to relevant authorities.
• Replacement of track components such as sleepers, fishplates, and fastenings, using specified materials (e.g., second-hand rails, concrete sleepers).
• Maintenance of track geometry, including de-stressing and realignment.
• Welding of rails and components as instructed, adhering to Transnet specifications for track welding.
• Provision of PPE and site facilities to ensure safety and compliance.
• Monitoring and recording of all activities in site instruction books and diaries.

Skills Requirements

The tender requires:

• Qualified personnel with experience in railway track maintenance, including turnout attendants and welders.
• Personnel capable of conducting detailed inspections, defect recording, and reporting.
• Skilled welders certified to perform thermit and arc welding in accordance with Transnet standards.
• Personnel trained in safety protocols, PPE usage, and emergency response procedures.
• Ability to coordinate with the Engineer and other stakeholders, maintaining accurate documentation and communication.
• Team leaders and supervisors with relevant railway maintenance expertise to oversee daily operations and compliance.
