Objectives

The objectives of the tender are to:

• Provide a framework for the equitable, accessible, and appropriate provision of assistive devices to the population of KwaZulu-Natal.
• Minimize issuing assistive devices without prior assessment by qualified professionals.
• Strengthen disability prevention strategies through issuing appropriate size and type of devices.
• Ensure proper maintenance and repairs of issued assistive devices.
• Guarantee adequate budgets, proper assessment, training, and issuing processes.
• Provide guidelines for issuing specialized assistive devices by the Department.
• Clarify procedures for payment, record keeping, and maintenance of assistive devices.
• Ensure ethical standards in all aspects of assistive device provision.

Scope

The scope includes:

• Provision of various assistive devices such as mobility aids, communication devices, visual aids, and ADL devices.
• Assessment, prescription, ordering, issuing, fitting, and training for assistive devices.
• Maintenance, repairs, and replacement of devices.
• Guidelines for procurement, stock management, and record-keeping.
• Training of staff and users on device use and maintenance.
• Management of donations and budgeting for assistive devices.
• Implementation of policies aligned with national and international standards.

Technical Requirements

The technical requirements encompass:

• Provision of a range of assistive devices including:
• Mobility devices: wheelchairs, crutches, canes, prostheses, etc.
• Communication devices: hearing aids, AAC systems, sign language interpretation tools.
• Visual devices: spectacles, magnifiers, telescopes, contact lenses.
• Low vision aids: telescopes, magnifiers, binoculars.
• Devices must meet quality standards, be safe, and conform to specifications.
• All devices should be inspected, verified, and tested prior to issuance.
• Availability of accessories, spare parts, and optional add-ons.
• Guarantee of future upgrades and software updates at no additional cost.
• Proper packaging, labeling, and documentation for delivery.
• Compliance with relevant policies, legal frameworks, and standards.

Skills Requirements

The skills required include:

• Qualified clinicians such as physiotherapists, occupational therapists, speech therapists, audiologists, and optometrists.
• Recognized technicians and practitioners trained in assistive device assessment, fitting, and maintenance.
• Procurement officers familiar with supply chain management and tender procedures.
• Staff trained in record-keeping, reporting, and monitoring of assistive devices.
• Training providers capable of educating users and caregivers on device use and maintenance.
• Personnel knowledgeable about policies, standards, and ethical considerations in assistive technology provision.
