Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver short-term insurance services to Maluti-a-Phofung Municipality for a period of three (03) years. The selected provider will be responsible for providing comprehensive insurance coverage across multiple classes, ensuring the municipality's assets and operations are adequately protected.

Scope

The scope of work includes placing insurance cover under the following classes:

• Buildings (combined)
• Office contents
• Business all risks
• Theft
• Money
• Commercial Crime
• Stated Benefits
• Electronic equipment
• Motor Fleet
• Public and employees’ liability
• Business Interruption
• Accidental Damage
• Group Personal Accident
• Machinery Breakdown
• SASRIA cover for Councillors and general SASRIA insurance

The insurance price will be fixed for the first twelve (12) months, with escalation provisions from the second (2nd) and third (3rd) years as per the Service Level Agreement (SLA).

Technical Requirements

The appointed insurer must:

• Provide comprehensive insurance coverage across all specified classes.
• Offer fixed pricing for the initial 12 months, with subsequent escalation based on the SLA.
• Demonstrate experience in similar projects, particularly within the public sector.
• Have a robust claims administration system, supported by signed references from previous clients.
• Possess expertise in risk management, with qualified personnel holding relevant certifications (e.g., Institute of Risk Management, FAIS accreditation).
• Provide evidence of experience with risk management for portfolios exceeding R5 billion.
• Ensure compliance with all relevant legal and regulatory requirements.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in managing short-term insurance projects, especially within the public sector.
• Capability to administer claims efficiently through a reliable claims management system.
• Qualified personnel with certifications from recognized institutions such as the Institute of Risk Management and FAIS accreditation.
• Experience in risk management for large portfolios (minimum R5 billion).
• Ability to provide comprehensive risk assessment and management advice.
• Strong references and documented experience in similar insurance projects.
