Objectives

The primary objective of this tender is to facilitate the purchase, collection, and removal of ferrous metals and related scrap materials from Eskom Northern Cape Unit (NCOU) on an as-and-when-required basis over a contract period of 24 months. The aim is to efficiently recover and manage ferrous metal scrap, including steel, sub-grade steel, contaminated/mixed steel scrap, and various associated hardware and insulators, ensuring proper handling, transportation, and site cleanup.

Scope

The scope encompasses:

• Purchase, collection, and removal of ferrous metals and scrap (e.g., steel, heavy steel, contaminated/mixed steel, OCBs, sub-grade, CTs, VTs, steel cages, porcelain, rubber, insulators, transformer boxes, isolators, line hardware).
• Operations at Eskom Northern Cape (NCOU) and Eskom Gauteng Distribution (GOU) sites.
• Weighing of scrap at designated weighbridges, submission of weighbridge slips, and handling of payments.
• Site cleanup post-collection, ensuring no debris or oil spills remain, and adherence to safety and environmental standards.
• Compliance with Eskom’s safety, environmental, and health regulations throughout the contract duration.

Technical Requirements

The technical requirements include:

• Demonstration of technical capability to manage and process scrap quantities.
• Adherence to safety standards, including the development of a safety plan and compliance with Eskom safety rules.
• Proper environmental management, including submission of environmental policies, audit reports, and compliance with relevant legislation.
• Provision of necessary resources such as qualified labor, certified equipment, and transportation for scrap handling.
• Participation in the e-Auction process with submission of relevant forms and interest acknowledgment.
• Site inspection and evaluation of the scrap dealer’s documentation, safety, environmental, and operational policies.

Skills Requirements

The tenderer must possess:

• Proven experience in scrap metal handling, processing, and transportation.
• Knowledge of relevant legislation such as the Second Hand Goods Act, Occupational Health and Safety Act, and environmental laws.
• Ability to develop and implement health and safety plans, including risk assessments and safety procedures.
• Environmental management skills, including waste management and spill response capabilities.
• Financial capacity to handle payments and invoicing as per Eskom’s schedule.
• Operational capacity to service multiple sites, including resource availability and logistical planning.
