Objectives

The primary objective of this tender is to procure services for the screening of educational qualifications of candidates for a 24-month contract. The service provider will verify various qualifications, conduct background checks, and issue verification certificates to support employment and auditing processes within the Umzimkhulu Local Municipality.

Scope

The scope includes:

• Verification of a wide range of qualifications such as Senior Certificates, Trade Certificates, N4 to N6, Diplomas, Degrees (including Honours and Masters), and other relevant certifications.
• Verification of both national and international qualifications.
• Development or maintenance of a database for easy access and retrieval of verification data.
• Issuance of formal verification certificates with detailed information.
• Conducting background screening, including credit profiles, criminal checks, identity verification, and fraud detection.
• Handling high volumes of verification requests as needed by the municipality.

Technical Requirements

The technical requirements include:

• Verification of qualifications within a short turnaround time (less than a week per verification).
• Development or access to a secure database for verification data.
• Provision of authentic certificates with the company logo and verification details.
• Compliance with relevant legislation such as the POPI Act for data security and confidentiality.
• Adherence to the scope of work outlined in the Terms of Reference, including verification of both local and international qualifications.

Skills Requirements

The skills and experience required from the service provider include:

• Proven experience in qualifications verification and background screening services, with at least 5 completed projects.
• Ability to verify both national and international qualifications accurately and reliably.
• Capability to develop or manage a secure database for verification data.
• Knowledge of relevant legislation such as the POPI Act and data protection standards.
• Strong project methodology outlining the scope of services, turnaround times, and compliance measures.
• Experience in handling high volumes of verification requests efficiently.
