Objectives

The primary objective of this tender is to appoint a qualified service provider to perform electrical and mechanical maintenance, refurbishment, and related works on water and sewer pump stations and wastewater treatment works within the Saldanha Bay Municipality. The contract aims to ensure the ongoing operational efficiency, reliability, and safety of critical infrastructure over a three-year period from 01 July 2026 to 30 June 2029.

Scope

The scope of work includes:

• Repair, maintenance, and refurbishment of infrastructure at water and sewer pump stations and wastewater treatment works.
• Provision of labour, parts, and materials necessary for maintenance activities.
• Maintenance of pumps, electrical control panels, motors, gearboxes, MCC panels, and other mechanical or electrical components.
• Testing and inspection of pumps, including pump testing bay operations and laser alignment.
• Work to be conducted across all towns within the Saldanha Bay Municipality jurisdiction or as directed by the employer’s agent.
• Emergency repairs, including rapid response within 4 hours for urgent pump repairs.

Technical Requirements

The technical requirements specify:

• Registration with the CIDB at a contractor grading designation of 7ME or higher, with proof of registration to be attached.
• Compliance with ISO 9001:2015 quality management standards.
• Provision of qualified personnel, including electricians with specific certifications (e.g., N3 in Electrical Engineering, trade-tested electricians).
• Availability of essential equipment such as fully equipped workshops, pump test facilities, laser alignment tools, crane trucks, and testing equipment.
• Implementation of quality control procedures and proven track record of at least 5 years in relevant maintenance projects.
• Adherence to environmental, occupational health and safety, and municipal regulations.
• Provision of performance guarantees and insurance coverage as specified in the contract data.

Skills Requirements

The tenderer must demonstrate:

• Experienced and qualified personnel with appropriate electrical and mechanical skills.
• Minimum of three reference letters for similar projects completed within the last five years.
• Staffing with at least four site teams, each comprising qualified artisans, millwrights, and electricians.
• Competence in pump testing, laser alignment, and emergency response procedures.
• Ability to supply and operate specialized equipment such as test bays, laser alignment tools, crane trucks, and testing rigs.
• Capacity to provide ongoing maintenance, repairs, and emergency interventions within stipulated timeframes.
• Compliance with all relevant health, safety, and environmental legislation, including occupational health and safety certifications.
