Objectives

The primary objective of this tender is to appoint a service provider for 3 months of site supervision and operations at the Water Treatment Plant and Wastewater Treatment Plant at Voorberg Correctional Centre. The aim is to ensure effective operation, maintenance, and management of water and wastewater treatment facilities, complying with relevant standards and regulations, and supporting the department's water quality and safety goals.

Scope

The scope includes:

• Operation and supervision of potable water and wastewater treatment plants, including associated pump stations and sewerage systems.
• Provision of human resources such as process controllers and general workers for daily operations.
• Supply and management of chemicals for water and wastewater treatment, including lime, chlorine, sodium hypochlorite, and testing reagents.
• Routine maintenance, cleaning, and groundskeeping around the treatment facilities.
• Implementation of health, safety, and environmental protocols.
• Preparation of operational reports and compliance documentation (Blue Drop and Green Drop reports).
• Adherence to specified standards, safety regulations, and departmental requirements.

Technical Requirements

The technical requirements encompass:

• Qualified personnel including Process Controllers (Class V, II, III) and general workers.
• Operational testing of water quality parameters such as turbidity, pH, chlorine levels, and sludge management.
• Chemical handling and dosing, including lime, chlorine, and coagulants.
• Maintenance of process equipment, pumps, and instrumentation.
• Compliance with Blue Drop and Green Drop standards for water quality and safety.
• Implementation of health and safety procedures, including PPE, hazard management, and incident reporting.
• Proper record-keeping of operational data, maintenance logs, and safety documentation.
• Site familiarization and adherence to security and confidentiality protocols.
