Objectives

The primary objective of this tender is to establish a 36-month area-based infrastructure repairs and maintenance contract for the South Region of eThekwini Municipality. The contract aims to facilitate urgent and emergency civil engineering works related to stormwater, catchment, and coastal infrastructure, including upgrading, repair, and rehabilitation of stormwater pipes, culverts, gabion protections, and other related structures. The overarching goal is to ensure rapid response capability for unforeseen urgent works arising from adverse weather, flooding, erosion, and other emergencies, thereby maintaining the integrity and safety of stormwater and coastal infrastructure within the municipality.

Scope

The scope encompasses:

• Provision of civil engineering construction works on an as-and-when-required basis across various regions, primarily focusing on stormwater and catchment infrastructure.
• Execution of urgent/emergency works including repairs to stormwater pipes, culverts, gabion walls, erosion control, and related structures.
• Assessment, design, installation, maintenance, and removal of temporary supports and diversions, including river and watercourse diversions, cofferdams, and dewatering.
• Proving existing underground services prior to excavation, including coordination with service providers.
• Construction of headwalls, manholes, inlets, and other drainage structures, including alterations and conversions of existing structures.
• Implementation of environmental and safety measures, including site clearance, pollution control, and occupational health and safety compliance.
• Monitoring, reporting, and documentation of work progress, including as-built surveys, photographs, and compliance records.
• Sub-contracting and local enterprise development in line with CIDB and B-BBEE requirements.

Technical Requirements

The technical scope includes:

• Adherence to eThekwini Municipality’s Standard Engineering Specifications and particular project specifications.
• Use of approved materials such as HDPE pipes, gabion baskets, geofabric, and precast concrete elements, conforming to relevant standards.
• Implementation of geotechnical investigations, soil stabilization, and earthworks for structures and pipelines.
• Design, installation, and removal of lateral support systems, cofferdams, and diversions, complying with relevant civil engineering codes.
• Provision of temporary and permanent road and pedestrian access, including traffic accommodation and signage, in accordance with SANS standards.
• Environmental management, including vegetation preservation, fire prevention, and pollution control.
• Occupational health and safety compliance, including development and approval of safety plans, site security, and hazard mitigation.
• Testing and quality control of materials and works, including control sampling, density testing, and acceptance testing.
• Use of approved survey methods for setting out, as-built data collection, and record keeping.

Skills and Skills Requirements

The tender specifies the following skills and qualifications for personnel involved:

• Key Personnel: The Site Agent and Foreman must have a minimum of 3 years relevant experience on similar projects, with CVs submitted for approval.
• Professional Engineers: Design and supervision of lateral support, diversions, and geotechnical investigations must be carried out by registered professional engineers.
• Specialist Skills: Expertise in geotechnical investigations, earthworks, pipeline installation, and structural concrete works.
• Environmental and Safety Officers: Qualified personnel to implement environmental management plans and occupational health and safety plans, including safety officers nominated for traffic and site safety.
• Construction and Surveying: Skilled surveyors to provide accurate setting out, as-built data, and coordinate survey information.
• Sub-contractors: Preference for local, CIDB-registered enterprises with appropriate grading and experience in stormwater, coastal, and earthworks projects.

Additional skills include project management, environmental compliance, and health and safety management, with personnel required to hold relevant certifications and qualifications as per the specifications.
