Objectives

The tender aims to procure a major service for standby generators at clinics, specifically to ensure the reliable operation and maintenance of generators to prevent equipment failure and ensure continuous power supply at healthcare facilities.

Scope

The scope includes:

• Providing a comprehensive major service for standby generators at multiple clinics within the Estcourt District Hospital area.
• Servicing four units of standby generators located at different clinics, including tasks such as oil changes, radiator flushing, belt replacements, and operational testing.
• Preparing detailed reports for each generator unit post-service.
• Carrying out preventative maintenance, including inspection, cleaning, and testing of generator components.
• Ensuring minimal disruption to hospital operations during servicing.

Technical Requirements

The technical requirements specify:

• Compliance with relevant standards such as Occupational Health and Safety Act, SANS 10142, and health and safety plans.
• Performing specific tasks including:
• Drain and dispose of oil, change oil filters, and refill with specified diesel oil (CF4, SAE 15W40).
• Flush radiators and refill with new coolant.
• Inspect and replace radiator caps, drive belts, and air filters.
• Check and record oil sample analysis reports.
• Test engine operation, including load testing and recording voltage, current, and frequency.
• Inspect and secure all guards, seals, and connections.
• Verify the operation of safety shut-offs and alternators.
• Complete detailed reports and logs for each generator unit.
• Adherence to manufacturer specifications and standards for all components and procedures.
• Proper disposal of waste oils and coolant in accordance with environmental regulations.

Skills Requirements

The tender requires bidders to possess:

• Registration on CIDB at ME Level 1 or higher.
• Relevant experience in servicing diesel-powered standby generators, evidenced by previous similar projects.
• Qualified personnel including certified technicians and engineers capable of performing inspections, repairs, and testing.
• Availability of necessary tools, equipment, and safety gear to carry out comprehensive generator maintenance.
• Knowledge of applicable safety standards, environmental regulations, and manufacturer guidelines.
• Ability to produce detailed service reports and documentation for each unit serviced.
