Objectives

The primary objective of this tender is to procure Mount Wall Suction Units that meet specified technical and quality standards for use in Newcastle Regional Hospital, KwaZulu-Natal. The procurement aims to ensure the supply of reliable, compliant, and effective suction units to support patient care and operational efficiency within the health facility.

Scope

The scope of the tender includes the supply, delivery, installation, commissioning, and demonstration of 27 wall-mounted double capacity suction units. The units must comply with detailed technical specifications, including guarantee, training, maintenance, and optional accessories, to ensure full operational functionality within the hospital environment.

Technical Requirements

• Capacity: Double 2-litre canisters with reusable liners
• Wall-mountable (Gabler) design with adjustable snap locks
• High vacuum regulator with ON/OFF switch and variable control from low to high vacuum
• Vacuum indicator with dual scale (kPa and mmHg) ranging from 0-100 kPa
• Canisters must accept disposable liners with shutoff valves and be autoclavable
• Inclusion of secondary hydrophobic filters between vacuum controller and canisters
• Separate mounting of canisters for individual removal and cleaning
• Compliance with international electrical safety standards (IEC 60601-1 and 60601-1-2)
• Protection against electromagnetic interference
• Guarantee period of at least 24 months with minimum 99% guaranteed uptime
• Availability of spare parts and technical support for at least 10 years
• Complete manuals (operation, maintenance, repair) in English
• Optional accessories and starter packs included in the bid
• Compliance with Hazardous Substance Act and Radiation Control licensing where applicable

Skills and Skills Requirements

• Manufacturers or authorized suppliers must demonstrate technical and clinical evaluation approval, preferably by a government institution within RSA.
• Technical staff must have manufacturer-trained technicians capable of installation, calibration, maintenance, and repair, with proof of original equipment manufacturer training.
• Service and repair facilities must be established within KwaZulu-Natal, with qualified technicians available within 24 hours for maintenance and troubleshooting.
• Suppliers must provide comprehensive training to hospital technical staff and end-users on operation, calibration, and maintenance, including certification of competency.
• Suppliers should have a system for providing updates, software modifications, and recalls to ensure ongoing compliance and performance.
• Bidder must demonstrate capacity through previous supply orders and provide proof of experience in supplying similar medical equipment.
• Knowledge of relevant legislation, including the Public Service Act, Public Finance Management Act, and regulations on conflicts of interest and restrictive practices, is essential for compliance and ethical conduct.
