Objectives

The primary objective of this tender is to procure a Vein Viewer Version 2 with Mobile Stand for Ngwelezane Hospital, aimed at providing clinicians with an accurate visualization of patient veins to improve venipuncture procedures and patient care.

Scope

The scope includes the supply, delivery, installation, and commissioning of the Vein Viewer Version 2 with Mobile Stand. The procurement covers technical evaluation, training of hospital staff, provision of manuals, accessories, optional components, and ongoing support and maintenance within the specified guarantee period.

Technical Requirements

• The device must be a portable, non-contact vein finder using infrared light, with no laser or radiation hazards.
• The system must produce a clear, accurate color image of veins beneath the skin.
• The unit must be easy to operate, with a rechargeable battery capable of over 4 hours continuous use.
• The device should operate effectively in both dark and light environments and be suitable for use on neonates, pediatrics, adults, obese or edematous patients, dark-skinned individuals, and those with anemia or hypotension.
• The device must have a positive detection distance of approximately 29-31cm and project light at approximately 300-1000lux.
• The system should include a mobile stand for easy movement between wards and patient rooms.
• It must comply with international safety standards such as IEC 60601-1 and 60601-1-2, and be CE certified.
• Accessories, spare parts, and software for calibration, maintenance, and updates must be supplied and supported for at least 10 years.
• The device must come with a minimum 24-month warranty, including breakdown repairs, spare parts, and service support.

Skills Requirements

• The supplier must have a well-established service and repair facility within KwaZulu-Natal.
• Technicians must be trained by the original equipment manufacturer (OEM) and possess relevant certification.
• Technical staff must be available within 24 hours for maintenance and repairs.
• The supplier must provide comprehensive training to hospital staff on device operation, calibration, maintenance, and repair, including PCB-level troubleshooting.
• Provision of detailed manuals, software, and updates at no additional cost.
• The supplier must demonstrate experience with similar medical devices, preferably evaluated and approved by a government institution within South Africa.
