It involves establishing committees, appointing liaison officers, developing databases for targeted enterprises and labor, conducting training aligned with SAQA and QCTO standards, and ensuring compliance with relevant legislation such as the Occupational Health and Safety Act and environmental laws. The scope also covers preparing project-specific plans for community liaison, environmental management, traffic management, and site safety, as well as developing reporting mechanisms to monitor social development and enterprise participation.
The technical specifications demand the establishment of structured frameworks such as a Project Liaison Committee (PLC) with clear operational procedures, comprehensive stakeholder engagement and dispute resolution processes, and robust databases for targeted enterprises and labor. Implementation of structured training, coaching, and mentoring programs aligned with SAQA and QCTO standards is essential. Regular monitoring, reporting, and audits are required to track progress against set targets and KPIs.
