Objectives

The primary objective of this tender is for Cape Nature to engage a registered professional security company to provide comprehensive 24-hour security guarding services at the Tweede Tol Campsite within Limietberg Nature Reserve. The services aim to ensure the safety and security of visitors, staff, and property, including infrastructure and natural resources, through effective patrols, access control, incident management, and emergency response.

Scope

The scope of work includes:

• Provision of security guarding services 24/7 at the Tweede Tol Campsite.
• Monitoring and patrolling of the campsite, main gate, picnic areas, and infrastructure.
• Control of public access and enforcement of reserve rules and regulations.
• Management of incident registers and emergency notifications.
• Overnight gate services including locking/unlocking gates and shift management.
• Ensuring security personnel are properly trained, equipped, and dressed according to specifications.
• Adherence to health, safety, and legal requirements, including firearm competency and liability insurance.
• Participation in site induction and ongoing training as provided by Cape Nature.

Technical Requirements

The technical specifications for the security services include:

• Provision of non-lethal armed security guards (Grade B and C) with GPS-enabled patrol points.
• Guards must be fluent in at least two official languages and equipped with cell phones (Vodacom network preferred).
• Submission of proof of registration with the Private Security Regulatory Authority (PSIRA) and the National Bargaining Council for the Private Security Sector (NBCPSS).
• Proof of public liability insurance (minimum R1 million).
• Company profile, contactable references, and a detailed cost breakdown.
• Guards must carry appropriate equipment, including non-lethal weapons, uniforms, PPE, and communication devices.
• Implementation of weekly spot checks and adherence to Cape Nature’s code of conduct and visitor service standards.
• Locking of gates at 18h00 and unlocking at 07h00, with guards on site before shifts commence.
• Incident register updates, emergency notifications, and compliance with health and safety legislation.

Skills Requirements

The skills and competencies required for the security personnel include:

• Fully trained and competent security guards with valid firearm competency certificates.
• Ability to perform foot and vehicle patrols effectively during day and night shifts.
• Strong communication skills, including fluency in two official languages and proficiency in using communication devices.
• Capability to handle conflict situations, high-risk incidents, and emergency responses professionally.
• Adherence to Cape Nature’s visitor service standards, including courteous and professional conduct.
• Ability to maintain detailed incident logs and follow instructions from Cape Nature management.
• Capability to enforce rules, control access, and manage visitor interactions effectively.
