Objectives

The primary objective of this tender is to procure security services for the Department of Public Works and Infrastructure at the eThekwini Regional Office. The aim is to establish a secure, safe, and healthy working environment by implementing effective security measures to protect assets, personnel, and visitors from threats such as fire, theft, and vandalism over a period of thirty-six (36) months.

Scope

The scope encompasses the provision of 24-hour security guarding services at the eThekwini Regional Office premises. This includes:

• Access control and egress management
• Asset and personnel protection
• Monitoring and implementing crime prevention measures
• Patrol duties during day and night shifts
• Management of security equipment and reporting
• Site management and emergency response

The service provider must ensure continuous security coverage, including public holidays, with specified staffing and equipment requirements.

Technical Requirements

• Provision of qualified security officers with valid PSIRA registration and police clearance
• Deployment of security personnel in specified shifts (day and night) with appropriate equipment such as radios, torches, and scanners
• Availability of security vehicles and equipment (e.g., radios, firearms, scanners, bakkie)
• Implementation of access control procedures, including searches and visitor management
• Regular patrols and site inspections, with detailed incident logging
• Compliance with relevant legislation including Occupational Health and Safety Act, Control of Access to Public Premises and Vehicles Act, and other applicable prescripts
• Maintenance of accurate records of equipment, personnel, and incidents
• Provision of monthly reports and documentation as per EPWP requirements

Skills and Skills Requirements

• Qualified security officers with PSIRA registration and valid security clearances
• Knowledge of security protocols, crime prevention, and emergency procedures
• Ability to operate security equipment such as radios, scanners, and patrol vehicles
• Competence in access control, asset protection, and visitor management
• Good communication and reporting skills
• Understanding of relevant legislation and departmental policies
• Capacity to respond promptly to incidents and emergencies
• Experience in site patrols, risk assessment, and security management
