Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive general cleaning services across streets, taxi ranks, public ablution facilities, and surrounding areas within Ray Nkonyeni Municipality. The services include cleaning on weekends, public holidays, seasonal periods, and high peak seasons, ensuring cleanliness, hygiene, and proper waste disposal throughout the municipality for a period of three years.

Scope

The scope encompasses:

• Cleaning of streets, sidewalks, gutters, taxi ranks, and parking areas in designated zones (North and South).
• Cleaning and maintenance of public ablution facilities, including toilet facilities at bus shelters, taxi ranks, and other public areas.
• Seasonal and festive cleaning activities during specified periods (e.g., December-January, Easter).
• Washing pavements and sidewalks monthly.
• Removal and proper disposal of refuse at designated landfill sites.
• Provision of staff, protective clothing, cleaning chemicals, and equipment.
• Cleaning of beach areas and parking lots during peak seasons.

Technical Requirements

The technical requirements include:

• Deployment of adequately trained and equipped staff for day and night shifts, including weekend and holiday work.
• Use of protective clothing, reflective vests, cleaning tools, and refuse bags supplied by the contractor.
• Adherence to specified working hours: Day shift (06:00-16:00), Night shift (16:00-02:00), and seasonal high peak hours (03:00-08:00).
• Regular removal of refuse to designated landfill sites, maintaining cleanliness within a 100-meter radius of ablution facilities.
• Provision of all necessary chemicals, equipment, and materials for cleaning and sanitation.
• Compliance with health, safety, and environmental standards.
• Reporting maintenance issues of public facilities weekly.
• Insurance coverage including public liability and workers' compensation.

Skills Requirements

The successful bidder must demonstrate:

• Experience in general cleaning services, particularly in urban or municipal environments, with a minimum of five years preferred.
• Capacity to mobilize and manage a team of at least 50 staff members across different zones.
• Proven ability to handle large-scale cleaning operations, including street sweeping, public toilet maintenance, and waste management.
• Capability to provide and maintain all necessary equipment, protective clothing, and cleaning chemicals.
• Knowledge of health and safety regulations related to cleaning services.
• Financial stability and compliance with municipal procurement policies, including registration on the Central Supplier Database (CSD).
• Ability to meet the technical evaluation criteria, including experience and capacity assessments.
