Objectives

The primary objective of this tender is to procure supplies of Single Vision Spectacles with CR39 lenses (both stock and surfaced) for the Department of Health at McCord Provincial Eye Hospital. The aim is to ensure the availability of quality optical devices that meet specified standards and support patient care across various healthcare facilities.

Scope

The scope includes the supply and delivery of:

• Single Vision Spectacles with CR39 lenses (stock and surfaced)
• Frames suitable for all face shapes and sizes, including children and adults
• Accessories such as spectacle cases, cleaning cloths, spectacle straps, and replacement parts
• Contact lenses (soft, hard, scleral)
• Optional accessories and spare parts as listed in the schedule

The procurement covers requirements for clinics, CHCs, district, regional, tertiary, and specialized eye hospitals within KwaZulu-Natal.

Technical Requirements

The technical specifications mandate:

• Use of organic plastic (CR39) lenses with options for full or gradient tint
• Frames must be metal with flexi-temples, SABS approved, current designs, and suitable for all face types and ages, including children
• Frames should accommodate pupillary distances from 40 to 80mm and be available in various colours
• All spectacles must be packaged in standard soft cases, labelled accordingly, and fitted with appropriate accessories
• Delivery within two weeks of order receipt, with efficient return systems for defective or incorrect orders
• All products must comply with relevant standards and be supported by proof of approval (e.g., SABS/SANS)
• Suppliers must have a Medical Device License and current HPCSA registration for optometrists/dispensing opticians

Skills and Supplier Requirements

• Minimum of five (5) years’ experience as a supplier of optical devices
• Registration with the South African Health Products Regulatory Authority (SAHPRA) for medical devices
• Employment of a registered optometrist or dispensing optician with HPCSA registration to advise on technical issues
• Capability to provide timely delivery, accurate order verification, and handling of defective or out-of-stock items
• Provision of samples for evaluation, with at least two sample sets supplied free of charge
• Ability to supply contact lenses and accessories, including optional items listed in the schedule
• Compliance with all legal and procurement regulations, including disclosure of interests and adherence to the Preferential Procurement Regulations 2022
