Objectives

The primary objectives of this tender are to:

• Reduce overgrowth through three cuts and cart away activities.
• Deliver public infrastructure using labour-intensive methods in accordance with EPWP guidelines.
• Promote employment of local workers and community involvement.
• Ensure safety, health, and environmental compliance throughout the project.

Scope

The scope of work includes:

• Clearing overgrowth in specified areas via three cuts and cart away operations.
• Mechanical digging and leveling of vegetation, debris, hedges, shrubs, and trees.
• Labour-intensive activities involving manual excavation, shaping, loading, hauling, spreading, and grassing.
• Provision of site facilities, water, electrical power, and safety measures.
• Implementation of HIV/AIDS awareness, EPWP labour requirements, and safety protocols.

Technical Requirements

The technical requirements include:

• Adherence to JBCC Minor Works Agreement (4th Edition) conditions.
• Completion of all specified drawings, annexures, and schedules.
• Provision of equipment schedules, safety declarations, and site inspection certificates.
• Implementation of labour-intensive methods for all activities, with specific focus on hand excavation, shaping, loading, hauling, spreading, and grassing.
• Compliance with Occupational Health and Safety regulations, including safety plans, hazard management, PPE, permits, and emergency procedures.
• Adherence to HIV/AIDS awareness and EPWP guidelines, including training, awareness campaigns, and reporting.
• Provision of site facilities, water, electrical power, and environmental management measures.

Skills Requirements

The skills and competency requirements for personnel involved in the project are:

• Supervisory and management staff must have completed relevant NQF level skills programmes:
• Team leader / supervisor: NQF Level 2 (Apply Labour-Intensive Construction Systems and Techniques)
• Foreman / Supervisor: NQF Level 4 (Implement Labour-Intensive Construction Systems and Techniques)
• Site Agent / Manager: NQF Level 5 (Manage Labour-Intensive Construction Processes)
• Emerging contractors must have personally completed or be registered on a skills programme at NQF Level 2.
• All supervisory staff must have completed or be registered on relevant skills programmes related to labour-intensive construction methods.
• Workers engaged in labour-intensive activities must be employed in accordance with legislation, with targeted employment proportions (e.g., women, youth, persons with disabilities).
• Personnel must have relevant experience, professional registration where applicable, and demonstrate capacity to execute the scope of work efficiently and safely.
