Objectives

The primary objective of this tender is to establish a panel of qualified grass cutting contractors to provide grass cutting services within Mandeni. The services are to be rendered on an as-and-when-required basis over a period of three years, utilizing a rotational approach to ensure ongoing maintenance and service delivery.

Scope

The scope of the tender includes:

• Provision of grass cutting services within Mandeni Municipality.
• Establishment of a panel of contractors to facilitate service delivery on a rotational basis.
• Services to be performed as required over a three-year period.
• Contractors must be registered with CIDB at a grading of 1 SH or higher.

Technical Requirements

Technical requirements for bidders include:

• Registration with the CIDB at a contractor grading of 1 SH or higher.
• Compliance with the conditions specified in the bid documentation.
• Attendance at a compulsory clarification meeting scheduled for 17 June 2026 at Tugela Community Hall, Mandeni.
• Submission of sealed bids in accordance with the bid instructions, clearly marked with the bid number.
• Bid submissions must be received by the specified deadline, 12H00 on 3 July 2026, at the designated tender box.
• Adherence to the procurement policies and evaluation criteria set by Mandeni Municipality.

Skills Requirements

Skills and qualifications required from bidders include:

• Proven experience in grass cutting and related landscaping services.
• Ability to mobilize and operate appropriate equipment and machinery for grass cutting.
• Compliance with health and safety standards applicable to landscaping and outdoor maintenance services.
• Capacity to deliver services on a rotational basis as required by the municipality.
• Registration on the Central Supply Database (CSD) to be eligible for consideration.
