Objectives

The primary objectives of the tender are to:

• Reduce the transfer risk of HIV/AIDS between construction workers and the local community.
• Raise awareness among construction workers and local communities about HIV/AIDS transmission and prevention.
• Promote early diagnosis of HIV/AIDS.
• Facilitate access to care, counseling, and support services for affected individuals.

Scope

The scope of work includes:

• Provision of HIV/AIDS awareness programs for construction workers and local community members, including posters, pamphlets, and educational sessions.
• Distribution of condoms and promotion of their proper use.
• Conducting HIV counseling, testing, and referral services.
• Diagnosis and treatment of Sexually Transmitted Infections (STIs).
• Repeating awareness activities at four-month intervals throughout the contract duration.
• Reporting on activities, including distribution, posters, testing, and counseling efforts.

Technical Requirements

The technical requirements include:

• Engagement of qualified service providers for HIV/AIDS awareness programs.
• Availability of condoms at accessible points on-site, protected from the elements.
• Placement of awareness posters in high-traffic areas or distribution of informational pamphlets in relevant languages.
• Promotion of voluntary HIV/STI testing and counseling services.
• Implementation of awareness programs at specified intervals, with documentation and reporting of activities.
• Provision of training and capacity building for personnel involved in HIV/AIDS activities.
• Ensuring compliance with relevant standards (e.g., SANS 4074 ISO 4074 for condoms).

Skills Requirements

The tender requires the following skills and competencies:

• Qualified service providers with experience in HIV/AIDS awareness, counseling, and testing.
• Personnel with appropriate qualifications, including:
• Management and supervisory staff with NQF Level 4 or 5 qualifications in civil or health-related fields.
• Trained community health workers or peer educators with relevant NQF Level 2 or 4 certifications.
• Capacity to conduct awareness sessions, distribute educational materials, and manage testing and counseling services.
• Ability to produce reports, maintain records, and ensure ongoing monitoring and evaluation of activities.
• Experience in community engagement and working with local populations, including vulnerable groups.
