Objectives

The primary objective of this tender is to procure a Video Laparoscopic Set for use in medical procedures within the Department of Health. The procurement aims to ensure the supply, delivery, installation, and commissioning of high-quality laparoscopic equipment, along with necessary training, maintenance, and optional accessories to support surgical operations.

Scope

The scope includes the supply and delivery of a complete Gynaecological Laparoscopic Set, including all instruments, accessories, optional add-ons, and related equipment as specified in the technical and detailed specifications. The contract covers installation, demonstration, training of staff, warranty, maintenance, and optional accessories, with the possibility of future upgrades and support services. The procurement is for a one-off supply with a guarantee period of at least 24 months, and the equipment must meet specified standards and safety regulations.

Technical Requirements

• Supply of a complete Gynaecological Laparoscopic Set with specified instruments such as grasping forceps, Babcock, grasper, Marylander, dissectors, aspiration and uterine needles, suction cannulas, diathermy hooks, Veress needle, trocars, and introducers.
• Instruments must be made from high-quality stainless steel, be re-usable, dismantlable for cleaning, CE marked, and modular for multiple surgical applications.
• Equipment must operate off 220V, 50Hz AC supply, with a hospital-grade mains plug, and comply with IEC 60601-1 standards for electrical safety.
• All equipment must be CE certified, with proper documentation, including Radiation Control Licences where applicable.
• Guarantee period of at least 24 months, covering repairs, spares, labour, and QA testing during the warranty period.
• Equipment must be delivered, installed, tested, calibrated, and demonstrated at the specified hospital site, with full training provided to hospital staff.
• Optional accessories must be listed with prices, and the supplier must provide a schedule of optional items.
• Equipment must be protected against electromagnetic interference and comply with relevant safety standards.
• Bidder must provide detailed manuals, spare parts availability for 10 years, and support for calibration and maintenance software.
• All equipment must meet the specified specifications, including modular components, flushing ports, insulated shafts, and options for different handle designs.

Skills Requirements

• Proven experience in supplying and servicing laparoscopic surgical equipment, with a well-established service and repair facility in KwaZulu-Natal.
• Qualified technicians trained by original equipment manufacturers (OEM), capable of providing maintenance, calibration, and repair services.
• Technicians must be available within 24 hours for service calls, with documented proof of OEM training and local service support.
• Bidder must demonstrate capacity to provide ongoing technical support, training, and spare parts supply for at least 10 years.
• Ability to conduct demonstration and evaluation of the equipment at a designated site, including possible clinical trials or evaluations if required.
• Compliance with all safety, electrical, and radiation licensing requirements, with proper documentation submitted with the bid.
