Objectives

The primary objective of this tender is to engage a qualified service provider to conduct a comprehensive fire safety system compliance assessment and survey at the Tzaneen Depot. The goal is to evaluate the existing fire safety infrastructure, identify gaps, and develop as-built site plans and drawings to ensure compliance with relevant SANS codes and municipal by-laws, thereby restoring the fire safety system to a fit-for-purpose condition.

Scope

The scope of work is divided into two parts, Scope A and Scope B, which can be tendered for separately or combined:

Scope A (SANS 10400 - A19 Rational Assessment):

• Conduct a site visit of the Tzaneen depot.
• Assess the existing fire safety system with an independent certified fire protection system practitioner (FPSP) in accordance with SANS standards (10400, 10089, 10131, etc.).
• Identify gaps, provide recommendations, and facilitate compliance.
• Coordinate discussions with PetroSA, BF Distributors, and municipal authorities.
• Liaise with the municipality to acquire utility drawings.
• Conduct risk and hazard assessments.
• Compile, prepare, and submit plans as required by the municipal fire chief.
• Obtain necessary certificates such as Flammable Liquid Storage and Certificate of Occupancy.

Scope B (GPR Survey and Drawings):

• Perform Ground Penetrating Radar (GPR) surveys of both sites and all four erfs to determine the reticulation plan of firewater ringmains and headers, including adjacent erfs if hydrants are nearby.
• Determine pipe sizes and identify fittings and isolations on underground ringmains.
• Prepare or update as-built plans and drawings based on survey data.

Technical Requirements

The successful bidder must:

• Conduct site assessments and surveys as specified.
• Develop accurate as-built site plans and drawings.
• Coordinate with municipal authorities and stakeholders.
• Obtain necessary fire safety certificates.
• Deliver comprehensive reports, including assessment findings, survey results, and updated plans.

Skills Requirements

The bidder must demonstrate:

• Certified expertise in fire protection systems and compliance assessment (FPSP qualification).
• Experience in conducting fire safety system assessments and surveys.
• Proficiency in interpreting municipal and fire safety regulations and standards (SANS codes).
• Capability to perform GPR surveys and interpret geophysical data.
• Strong coordination and communication skills to liaise with stakeholders and municipal authorities.
• Ability to prepare detailed technical reports and updated site drawings.
