Objectives

The primary objective of this tender is to appoint a service provider to deliver Loss Adjuster Services for ESCAP SOC Ltd (“Escap”), a Captive Insurance Company, on behalf of Eskom Holdings SOC Ltd. The engagement spans a period of five (05) years, focusing on comprehensive loss adjustment, claims evaluation, and related services to support Eskom’s insurance and risk management functions.

Scope

The scope of work includes:

• Provision of loss adjusting services covering various insurance categories such as aviation, hull, liabilities, contractor’s all risks, marine cargo, nuclear property and liability, motor loss investigations, and others.
• Assessment and investigation of losses, damages, or injuries, ensuring coverage conditions are met.
• Preparation of detailed reports, documentation, and recommendations for loss settlement, mitigation, and prevention strategies.
• Negotiation and facilitation of claims settlement with involved parties.
• Management of loss adjustment activities, including evidence collection, market evaluation, and reporting.
• Participation in panel contract management, including task instruction allocation, documentation control, and meeting management.
• Adherence to health, safety, confidentiality, and legislative requirements throughout service delivery.

Technical Requirements

The technical requirements specify that the service provider must:

• Operate a quality management system compliant with ISO 9001 or equivalent.
• Provide a comprehensive quality policy statement and quality plan within 30 days of contract award.
• Ensure all services are performed in accordance with the scope, applicable standards, and legislative requirements, including health and safety regulations.
• Maintain proper documentation, records, and retention of work products for the period specified in the contract data.
• Implement risk management, loss prevention, and mitigation strategies as part of the service.
• Ensure confidentiality and proper handling of all information and materials provided by Eskom and Escap.
• Comply with Eskom’s health, safety, and environmental policies, especially when working on Eskom premises or involving hazardous materials such as asbestos.

Skills Requirements

The tenderer must demonstrate the following skills and expertise:

• Qualified loss adjusters with relevant experience in insurance claims, risk assessment, and loss investigation across multiple insurance sectors.
• Proven ability to prepare detailed technical reports, negotiate claims, and manage loss adjustment processes efficiently.
• Strong understanding of South African insurance law, standards, and legislative frameworks.
• Capability to operate quality management systems and adhere to ISO 9001 standards.
• Effective communication, documentation, and stakeholder management skills.
• Experience in panel contract management, including task instruction and documentation control.
• Knowledge of health, safety, and environmental regulations relevant to the scope of work, including asbestos management if applicable.
• Skills in risk management, loss prevention, and strategic advisory services.
