Objectives

The primary objective of this tender is to procure the supply and delivery of fire fighting uniforms and related equipment for fire personnel over a period of three years. The aim is to ensure that fire personnel are equipped with standardized, high-quality protective clothing and accessories to enhance safety and operational efficiency.

Scope

The scope encompasses the procurement, supply, and delivery of various fire fighting uniforms and accessories, including:

• White long sleeve shirts
• Black trousers
• Black polyester/wool ladies skirts
• Fire fighting shoes (Parabellum and Half Boots)
• White short sleeve shirts
• Charcoal grey T-shirts with logos
• BioGard socks
• Navy combat trousers
• Raincoats with logos
• Metallette ID shields
• Bunny jackets with logos
• Collar type golfer T-shirts with logos
• Peak caps
• Tie, lanyards
• All related accessories such as epaulettes, flashers, webbing belts, gloves, caps, and other specified items

  The delivery period covers three years from the award date, with specific quantities and specifications detailed in the tender documents.

  Technical Requirements

  The technical specifications for the uniforms and accessories include:

  • Shirts: Made from specified materials (e.g., polyester-cotton blends), with detailed features such as patch pockets, flaps, collar types, button specifications, and permanent creases as per diagrams and descriptions.
  • Pants and Skirts: Designed with specific fabric blends, pleat styles, waistband features, and pocket configurations, including reinforced stitching and finishing details.
  • Shoes and Boots: Genuine leather uppers, rubber soles stitched onto uppers, steel toe caps, water resistance, and anti-slip properties.
  • Raincoats and Jackets: Waterproof, sealed seams, reflective tapes, hoods, and embroidered logos.
  • Accessories: Belts with fire logos, epaulettes, badges, flashers, caps, gloves, and other specified items, all meeting specified size, material, and durability standards.
  • Logos and Embroidery: High-quality embroidery and screen printing as per samples, positioned correctly on garments.
  • Packaging and Labelling: Properly folded, individually packed, with care labels and markings indicating size, manufacturer, and year of manufacture.

  Skills and Qualification Requirements

  Suppliers must demonstrate:

  • Compliance with all technical specifications and quality standards outlined in the tender documents.
  • Provision of samples for evaluation by the Bid Evaluation Committee (BEC), with timely submission to avoid disqualification.
  • Registration and good standing with relevant authorities, including tax compliance (SARS PIN, CSD registration), and proof thereof.
  • Experience in supplying similar uniforms and equipment to public sector entities or large organizations.
  • Capacity to deliver the specified quantities over the three-year period within agreed timelines.
  • Understanding of and adherence to procurement regulations, including the Preferential Procurement Regulations 2022, and the ability to claim points for specific goals such as black ownership and empowerment status.
  • Ability to provide all necessary documentation, including bid forms, declaration forms, and compliance certificates, completed and signed as per instructions.
