Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out maintenance and repair services at ELIDZ pump stations within the East London Industrial Development Zone (ELIDZ). The aim is to ensure continuous operational functionality of the pump stations through scheduled and unscheduled maintenance, inspections, repairs, and related activities, thereby supporting the ELIDZ's operational and infrastructural objectives.

Scope

The scope of work includes:

• Provision of scheduled and unscheduled maintenance services for pump stations and associated infrastructure.
• Routine inspections, repairs, and emergency callouts to ensure operational reliability.
• Support and maintenance of specific equipment such as pumps, motors, valves, electrical control panels, SCADA instrumentation, and other ancillary systems.
• Preparation of reports, logbooks, and condition assessments for all assets.
• Management of site activities, safety, environmental compliance, and coordination with other contractors.
• Provision of qualified personnel, tools, plant, and equipment necessary for maintenance activities.
• Adherence to health, safety, and environmental standards as specified in the contract documentation.

Technical Requirements

The technical requirements include:

• Compliance with the Employer’s specifications, standards, and applicable South African legislation (e.g., Occupational Health and Safety Act, SANS standards).
• Provision of professional registration for key personnel (e.g., Pr. Eng/Pr. Tech Eng in electrical or mechanical disciplines).
• Demonstrated relevant experience in maintenance of pump stations and similar infrastructure within the last 5 years.
• Provision of detailed methodology and approach for scheduled and unscheduled maintenance, including safety and environmental management plans.
• Availability of suitable plant, equipment, and tools to perform maintenance tasks effectively.
• Implementation of quality control measures and environmental management procedures.
• Effective site management, reporting, and record-keeping systems.
• Adherence to the specified response times for emergency (within 2 hours), urgent (within 24 hours), and routine maintenance.

Skills Requirements

The tender requires the following skills and qualifications from the service provider and personnel:

• Professional registration of key personnel (Pr. Eng/Pr. Tech Eng) in electrical or mechanical engineering.
• Experience of at least 10-15 years in similar pump station maintenance projects.
• Proven ability to undertake scheduled inspections, emergency repairs, and maintenance planning.
• Competence in health, safety, and environmental management, including preparation of method statements and safety plans.
• Capability to manage site activities, coordinate with other contractors, and maintain detailed records and reports.
• Knowledge of relevant legislation, standards, and best practices in infrastructure maintenance.
• Effective communication skills for reporting and coordination with the Employer’s Agent and other stakeholders.
