Objectives

The primary objective of this tender is to engage qualified professional electrical engineering service providers to deliver comprehensive electrical engineering services for the electrification of villages within Ingquza Hill Local Municipality. The services encompass design, tender process management, construction supervision, project closeout, and ensuring compliance with relevant standards and environmental regulations over a period of two years.

Scope

The scope of work includes, but is not limited to:

• Developing SHEQ (Safety, Health, Environment, Quality) plans and imagemapping (recent, not older than 3 months).
• Preliminary and detailed design of electrical connections, including connection of households and village electrification.
• Preparation of tender documentation, specifications, and bill of quantities.
• Performing quantity surveys and cost estimates.
• Developing construction specifications, drawings, and survey data.
• Presenting engineering design packages for Eskom approval.
• Preparing contract documentation, including NEC3/FIDIC contract forms.
• Managing tender processes, including tender briefings and evaluation.
• Supervising construction activities, site inspections, and quality control.
• Implementing environmental and safety approvals, including permits and reports.
• Monitoring and reporting on project progress, including monthly meetings and updates.
• Project closeout, including as-built drawings, final reports, and obtaining necessary closures from DEAT and other authorities.

Technical Requirements

The technical requirements specify that tenderers must:

• Demonstrate proven experience in similar electrification projects, supported by appointment letters and client references.
• Employ qualified key personnel, including professional electrical engineers registered with ECSA and experienced electricians with relevant certifications.
• Develop and submit comprehensive project programs, including key milestones such as design submission, tendering, construction, and project completion.
• Ensure compliance with Eskom East Region design standards, specifications, and environmental regulations.
• Provide detailed preliminary and detailed designs, including all necessary drawings, specifications, and environmental assessments.
• Carry out site investigations, surveys, and produce construction drawings promptly after design finalization.
• Monitor construction quality, safety, and environmental compliance throughout the project duration.
• Complete all services, including project closeout documentation, within three months of practical completion.

Skills Requirements

The tender emphasizes the following skills and competencies:

• Experience in similar projects: Proven track record with at least three references on electrification projects, demonstrated through signed reference letters.
• Key Personnel Qualifications:
  • Professional electrical engineers registered with ECSA with at least 4-5 years of relevant experience.
  • Electricians with N6 or Technician qualifications and at least 2-5 years of experience in electrical works and site supervision.
• Methodology Skills: Ability to develop detailed project programs, including critical path analysis, cash flow projections, and activity sequencing, using MS Project or similar tools.
• Organizational and Support Resources: Adequate organizational structure, project team, and logistical support to ensure timely delivery.
• Environmental and Safety Compliance: Knowledge of environmental legislation, permits, and safety standards applicable to construction and electrical projects.
• Quality Management: Ability to implement quality assurance and control procedures, conduct inspections, and produce comprehensive reports.
