Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive cleaning services for the Department of Public Works & Infrastructure at Makhanda Artisan Centre and Addo the Kraal Building in Sarah Baartman District. The contract aims to ensure the cleanliness, hygiene, and maintenance of the specified sites over a period of twenty-four (24) months.

Scope

The scope encompasses:

• Cleaning of buildings, including offices, reception areas, kitchens, ablutions, storerooms, boardrooms, and other specified rooms.
• Cleaning of external areas such as parking bays, paved areas, grassed zones, and surrounding sites.
• Maintenance of hygiene standards through regular waste removal, sweeping, grass cutting, weed poisoning, shrub pruning, and tree maintenance.
• Cleaning of fleet vehicles (exterior and interior).
• Window cleaning, pest and weed control, and sanitation services.
• Provision of cleaning materials, equipment, and consumables for the duration of the contract.
• Adherence to occupational health and safety protocols as per specifications.

Technical Requirements

The technical requirements include:

• Provision of adequately trained and certified cleaning staff, including supervisors.
• Use of approved cleaning materials, equipment, and PPE compliant with health and safety standards.
• Implementation of a comprehensive Occupational Health & Safety (OH&S) plan, including risk assessments, method statements, and safety files.
• Regular inspections, audits, and reporting on safety and quality standards.
• Adherence to environmental regulations, waste disposal, and pollution control measures.
• Provision of emergency procedures and incident reporting mechanisms.
• Maintenance of detailed records of safety compliance, training, and incident investigations.

Skills and Competency Requirements

The successful bidder must demonstrate:

• Proven experience in providing cleaning and hygiene services in similar government or large institutional settings.
• Qualified and competent personnel, including supervisors and safety officers, with relevant certifications.
• Knowledge of occupational health and safety legislation, including the Occupational Health and Safety Act, 1993.
• Ability to develop and implement comprehensive health and safety plans, risk assessments, and emergency procedures.
• Capability to manage and maintain cleaning equipment and supplies effectively.
• Strong record-keeping and reporting skills related to safety, quality, and environmental compliance.
• Effective communication and coordination skills to liaise with the Department’s representatives and ensure compliance with all contractual and legal requirements.
