Objectives

The primary objective of this tender is to appoint a suitably qualified and experienced civil engineering consulting firm to provide civil and wet services for the construction of a lightweight structure at MUT D-Labs. The scope includes designing, managing, and overseeing civil and wet services from inception to project close-out, including site preparation, rerouting stormwater drainage, extending the computer lab, and constructing a retaining wall.

Scope

The scope encompasses:

• Provision of civil and wet services from Stage 3 (Inception) to Stage 6 (Close Out) as per ECSA standards.
• Design development, documentation, procurement, construction documentation, management, and project close-out.
• Additional services such as structural engineering costs, site preparation, stormwater rerouting, and building extensions.
• Deliverables include detailed designs, documentation, project management, and compliance with relevant standards.

Technical Requirements

The technical requirements include:

• Provision of professional services aligned with ECSA standards across all project stages.
• Preparation of detailed design and construction documentation.
• Management of the construction process, including site supervision and coordination.
• Provision of detailed method statements, timelines, and project programs.
• Cost estimation based on time-based fees using the DBSA fee rate, including disbursements and VAT.
• Compliance with procurement and safety standards, including site preparation and stormwater management.

Skills Requirements

The successful bidder must demonstrate:

• Registered professional engineers or technologists with ECSA (attach registration certificates and CVs).
• Proven experience in civil and wet services, especially in projects involving stormwater drainage, site extensions, and structural works.
• Ability to provide references for similar projects (minimum of three), with contactable client details.
• Capability to develop detailed project methodologies, timelines, and cost estimates.
• Knowledge of local regulations, standards, and environmental considerations.
• Experience in managing multi-stage projects from inception to close-out, including documentation and supervision.
