Objectives

The primary objective of this tender is to procure the supply and delivery of diagnostic agents and contrast media to the Department of Health. The aim is to ensure the availability of a wide range of diagnostic products, including contrast media, test strips, and related diagnostic agents, for use in medical examinations and procedures over the period from 01 July 2027 to 30 June 2030.

Scope

The scope encompasses the supply, delivery, and distribution of various diagnostic agents and contrast media as specified in the item specifications. The products include barium sulfate suspensions, fluorescein strips, gadolinium-based injections, urine test strips, tuberculin tests, and other diagnostic reagents. The tender covers multiple items with specified quantities, packaging requirements, and technical standards, intended for use across healthcare facilities within the specified contract period.

Technical Requirements

• All products must conform to the detailed specifications provided, including concentration, packaging, and sterility standards.
• Products must be registered and compliant with relevant regulatory authorities, with valid registration numbers and licenses to manufacture medicines.
• Items should meet specified packaging standards, including unit packs, shelf packs, and shipper packs, with appropriate barcodes and labeling.
• Delivery prices must adhere to the current SEP listing, with prices not exceeding the specified maximums.
• Suppliers must provide barcode information (EAN13, ITF14, 2D barcodes) and other identification details as specified.
• Suppliers should demonstrate capacity to meet lead times of 14 calendar days for delivery and 75 calendar days for initial lead time, with defined minimum order quantities and batch sizes.
• Additional requirements include technical amendments if necessary, and detailed documentation for API sources, manufacturing, and logistics.

Skills Requirements

The successful bidder must demonstrate:

• Technical expertise in the supply and handling of diagnostic agents and contrast media, including compliance with regulatory standards.
• Experience in managing large-scale medical supply contracts, ensuring timely delivery and quality assurance.
• Capability to provide detailed documentation, including registration, licensing, barcode standards, and API sourcing information.
• Operational capacity to meet specified batch sizes, monthly batch capacities, and lead times.
• Proficiency in logistics, inventory management, and distribution within the healthcare sector.
• Ability to adapt to technical amendments and ensure ongoing compliance with bid conditions.
