Objectives

The primary objective of this tender is to appoint up to four (4) service providers to carry out cleaning of illegal dump hotspots within the jurisdiction of Moretele Local Municipality. The services aim to address the serious challenge of illegal dumping, improve environmental health, and ensure waste is managed in accordance with relevant legislation and municipal policies.

Scope

The scope of work includes:

• Identification and cleaning of illegal dump hotspots across all 26 wards.
• Provision of necessary resources such as personnel, vehicles (including tipper trucks and TLB), PPE, and equipment.
• Transport and lawful disposal of waste at licensed facilities.
• Implementation of waste management and environmental compliance measures.
• Monitoring and reporting on service delivery and compliance.

The duration of the contract is thirty-six (36) months, with the possibility of extensions subject to law and performance.

Technical Requirements

• Completion of a project implementation plan detailing hotspot identification, cleaning methodology, waste handling, and reporting procedures.
• Provision of proof of relevant experience, similar completed projects, and references.
• Submission of CVs and supporting documents for key personnel, including project managers and supervisors.
• Proof of ownership, lease, or access to required vehicles and equipment, including PPE.
• Development of a waste management and environmental compliance approach, including occupational health and safety measures.
• Compliance with all applicable legislation, municipal by-laws, permits, and environmental standards such as the National Environmental Management Act and Waste Act.
• Provision of disposal slips or proof of lawful waste disposal for each load.

Skills Requirements

• Experience in municipal or comparable waste cleaning and illegal dumping removal projects.
• Qualified and experienced personnel, including project managers, supervisors, drivers, and operational staff.
• Technical capability to operate and maintain vehicles and equipment such as tipper trucks and TLBs.
• Knowledge of environmental legislation, waste management practices, and occupational health and safety standards.
• Ability to develop and implement effective project plans, methodologies, and compliance strategies.
• Strong reporting, monitoring, and communication skills to ensure service levels and legal requirements are met.
